This position applies advanced civil engineering knowledge to manage and direct all functions of the Engineering Bureau. The role provides leadership guidance and supervision to Engineering staff and supports Supervisors across all Public Works Bureaus to ensure effective coordination and execution of departmental operations and capital projects.EXAMPLES OF WORK PERFORMED- Assigns and oversees work and projects within the Department of Public Works.- Provides leadership training and supervision across the Engineering - Bureau and supports other Public Works Bureaus as needed.- Establishes design and construction criteria for public works capital projects.- Develops and improves procedures for the execution of work within the Engineering Bureau.- Reviews subdivision and site development activities for compliance and engineering standards.- Investigates public inquiries and provides timely and professional responses.- Provides engineering services and technical support to other City departments and bureaus.- Coordinates and reviews design work performed by engineering consultants.- Reviews specifications materials and bid documents evaluates bids and provides recommendations for contract awards.- Conducts andor reviews engineering studies and surveys as required.- Manages Engineering projects as assigned.- Maintains strong working relationships with City stakeholders and regional partners.REQUIRED KNOWLEDGE SKILLS AND ABILITIES- Ability to plan projects and prepare designs estimates and specifications.- Strong leadership and supervisory skills.- Ability to communicate clearly and effectively both verbally and in writing.- Ability to establish and maintain effective working relationships.- Sound professional judgment and considerable engineering experience.- Significant experience with operating and capital budgets.HOW TO APPLYApplicants should send a resume and cover letter outlining how they meet the specific requirements of the position to jobsbethlehem-pa.gov or City of Bethlehem Human Resources 10 E.
