Class Summary

Job Description

The Deputy Director assists the Financial Services Department Director in providing leadership and oversight of the Countys financial operations, including budgeting, financial reporting, treasury management, debt administration, procurement, grants, and risk management. This position helps ensure fiscal stewardship, regulatory compliance, operational excellence, and the Countys continued strong financial standing.

Essential Duties

  • Directs the activities of multiple Financial Services divisions to ensure efficient operations, exceptional customer service, and achievement of departmental objectives.
  • Provides oversight of the Countys financial management systems, internal controls, and processes to safeguard public funds and maintain data integrity.
  • Oversees the preparation and review of financial statements, regulatory filings, audit schedules, budget reports, and other complex financial analyses.
  • Provides leadership and oversight to management and professional staff, including assigning work, evaluating performance, developing employees, and making personnel recommendations.
  • Ensures compliance with Federal, State, and Local laws, Governmental Accounting Standards Board (GASB) requirements, Generally Accepted Accounting Principles (GAAP), and County policies.
  • Analyzes complex financial and operational data to identify trends, evaluate fiscal impacts, and support strategic decision-making.
  • Develops, implements, and monitors financial policies, procedures, and process improvements to enhance efficiency, accuracy, and accountability.
  • Collaborates with County leadership, elected officials, external auditors, financial institutions, and regulatory agencies on financial and operational matters.
  • Leads initiatives that promote fiscal stewardship, operational excellence, continuous improvement, and effective service delivery across the organization.

Public Speaking Duties

  • Reporting to County Administration leadership, departments, and community partners, as needed.
  • Periodic presentation of divisional updates
  • Department staff meeting presentations and training.

Other Job Requirements/Information

  • This job may require on-call rotation and emergency after hours, weekends, and/or holidays.

Grade

The grade for this position is 306. Salary will be dependent on education and experience.

Effective 4/11/2023, this position is eligible for the Employee Referral Program.

Minimum Qualifications

  • Bachelors degree in accounting, finance, business administration, or a closely related field AND
  • Ten years of progressively responsible experience related to the area of assignment, including two years at the Division Director level;
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.

Preferred Qualifications in addition to the above minimum qualifications

  • Masters degree in accounting, Finance, business administration, or a closely related field AND
  • Certified Public Accountant, Certified Public Finance Officer
