GENERAL DESCRIPTION
The Deputy Director serves as a senior law enforcement official responsible for preserving public safety and maintaining peace within the jurisdiction. This role oversees the prevention, detection, and investigation of criminal activity; the apprehension of offenders; and the delivery of emergency assistance to the public, including the protection of civil rights. The position ensures adherence to all applicable tribal, federal, state, county, and municipal laws, as well as agency policies, procedures, and regulatory standards. The Deputy Director reports directly to the Director of Operations and is responsible for carrying out directives issued by that office.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Enforces all applicable tribal, federal, state, and local laws, ordinances, rules, and regulations within the jurisdiction.
• Maintains thorough knowledge of search and seizure laws, use‑of‑force standards, and individual civil rights.
• Responds to and documents calls for service, addressing violations of law including wildlife protection and other regulatory matters.
• Conducts both short- and long-term investigations; develops case information; cultivates informants; and evaluates crime trends and prevention strategies.
• Applies standardized law enforcement methods, procedures, and operational techniques to prevent, detect, and resolve criminal offenses.
• Engages in community outreach, crime prevention, and public safety education initiatives.
• Provides direction, supervision, and support for patrol functions and personnel.
• Supervises Lieutenants, establishes work schedules, oversees performance, and implements strategies to enhance safety within Cherokee communities.
• Develops training plans and supports professional growth and goal achievement for Lieutenants.
• Assists the Director(s) in planning, implementing, and monitoring comprehensive law enforcement operations.
• Serves as the acting officer in charge in the absence of the Director(s), assuming all related responsibilities.
• Ensures operational compliance with Marshal Service policies, procedures, and applicable laws and regulations.
• Maintains detailed knowledge of the Cherokee Nation patrol area, jurisdictional boundaries, and operational considerations.
• Maintains professional and technical proficiency by reviewing applicable laws, attending training, studying relevant publications, and practicing essential skills.
• Ensures proper operation and maintenance of equipment by performing routine checks, following manufacturer guidelines, reporting issues, and evaluating new tools and techniques.
• Performs other duties, tasks, and services consistent with this position as assigned.
LEVEL OF RESPONSIBILITY
• Provides direct supervision, guidance, and performance oversight to assigned personnel.
• Makes decisions independently within established guidelines and provides high-level recommendations to senior leadership on operational improvements, policy application, and public safety matters.
• Possesses expert knowledge of subject matter.
QUALIFICATIONS
• Bachelor’s degree or equivalent combination of education and experience.
• Eight (8) years of related experience with demonstrated progressive responsibility.
• Must live within Tribal Jurisdictional Service Area.

PHYSICAL REQUIREMENTS
• While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel and talk or hear. The employee is occasionally required to stand; walk; reach with hands and arms; climb or balance and stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
• Must meet and maintain medical suitability.
CERTIFICATES, LICENSES, REGISTRATIONS
• Must possess a valid driver’s license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting.
• Possess or obtain the Advanced Law Enforcement Certification, First Aid, and CPR certification within the first six (6) months of hire and maintain throughout employment.
• Must be eligible for Special Law Enforcement Commission (SLEC) and obtain within six (6) months of hire; and maintain throughout employment.
• Must maintain Bureau of Indian Affairs (BIA) deputation.
• Possess and maintain mid-level supervision school certification.
• Complete Command Leadership School within one (1) year of hire.
• Must pass the Minnesota Multiphasic Personality Inventory (MMPI).
OTHER REQUIREMENTS
• The employee must not be and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG's Cumulative Sanction Report, or the GSA's List of Excluded Providers, or listed on the OIG's List of Excluded Individuals/Entities (LEIE).
• Must meet and maintain periodic background adjudication for law enforcement.
• Must maintain no restrictions from testifying in any tribal, state, or federal court while employed with Cherokee Nation Office of the Marshal.
• Must pass firearms qualifications semi-annually.
