The Deputy Director of Facilities supports the Director of Facilities in the daily operation of all City and school buildings. This role assists with planning, construction, renovations, improvements, and the maintenance of building systems, while helping ensure safety and cleanliness across all departments.This position oversees City and school maintenance staff, City custodians, the School Custodial Supervisor, and various contractors, service providers, and vendors as needed.

Although supervised by the Director of Facilities, this position requires substantial independent judgment.

Annual Salary for this position is $99,000-$105,000

 

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Manages maintenance projects assigned by the Director of Facilities.
  • Assists with developing and soliciting bids for products and services.
  • Supervises, prioritizes, and assigns work to maintenance and custodial staff.
  • Helps coordinate daily scheduling of facilities operations.
  • Oversees employee safety programs and related training.
  • Serves as primary contact for contractors and vendors working in City buildings.
  • Directs Facilities staff through work order systems.
  • Ensures preventive maintenance and reporting meet environmental compliance requirements.
  • Maintains optimal performance of building systems, including mechanical, electrical, fire/life safety, and elevators.
  • Assists in managing departmental operating budgets.
  • Coordinates purchasing and negotiates terms with vendors and service providers.
  • Supervises staff, including hiring, workload distribution, training, performance evaluation, and discipline.
  • Provides or coordinates training on specialized building systems and protocols.
  • Participates in facility planning, design, construction, and maintenance activities.
  • Helps manage key scan access, badge systems, and physical key control.

NECESSARY KNOWLEDGE, SKILLS, & ABILITIES:

  • Ability to maintain accurate records.
  • Strong interpersonal skills and teamwork ability.
  • Computer literacy.
  • Effective oral and written communication skills.
  • Solid knowledge of mechanical systems (boilers, air handlers, heating units, etc.).
  • Ability to understand and follow multi-year capital improvement plans.
  • Knowledge of purchasing procedures for supplies and services.
  • Extensive knowledge of construction and renovation practices.
  • Ability to read and interpret blueprints and manufacturer specifications.
  • Ability to track and report facility expenses by unit or square foot.
  • Ability to create and explain expense charts and graphs.
  • Ability to plan, assign, and supervise staff.
  • Ability to maintain effective working relationships with employees, officials, and the public.
  • Valid Maine driver’s license required.
  • Must be able to obtain CJIS Certification and pass a Maine Criminal History Records Check.

This position requires advanced knowledge and applications for the following:

  • Small power equipment, hand tools, ladders, custodial equipment
  • Preventative maintenance software and HVAC control software
  • Microsoft Office including Word Processing, Excel, Outlook and Munis
  • Work order management software

DESIRED MINIMUM QUALIFICATIONS

Education and Experience:

Candidate for this position must have a High School Diploma or equivalent. An Associate degree or five (5) years of experience in Facilities operations is favorable. Ideal candidate should have managerial experience (three years preferred) and knowledge of general construction trades, mechanical and electrical systems, boilers, air-conditioning equipment, and water treatment and plumbing supplies. This position should possess commercial building custodial experience for janitorial equipment and procedures, kitchen equipment maintenance and procedures, scheduling procedures and preventative maintenance.

PHYSICAL DEMANDS

  • Employee must be able to perform the essential functions with or without reasonable accommodation.
  • Duties require frequent sitting, talking, hearing, walking, and use of hands for operating tools and equipment. Occasional standing, stooping, kneeling, crouching, or crawling is required.
  • Must frequently lift or move up to 25 pounds and occasionally lift or move over 50 pounds short distances.
  • Vision requirements include close, distance, color, peripheral vision, and depth perception.

WORK ENVIRONMENT

  • Work may involve exposure to moving mechanical parts, vehicles, heights, wet conditions, outdoor weather, extreme temperatures, electrical shock, vibration, fumes, airborne particles, and toxic chemicals.

  12. Supervises subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring, and evaluating performance, and initiating corrective or disciplinary actions.
  13. Participates in the planning, designing, construction, and maintenance of facilities.
