    DESCRIPTION

    The City of Wilmington's Department of Finance manages the City's fiscal health, including accounting, procurement, budgeting, and revenue collection. It oversees property taxes, utility billing, and licenses, with services available via an online billing portal. The department ensures financial transparency and compliance, strives to preserve the financial integrity of the City of Wilmington through excellence in accounting services, customer service, and financial management.

    DUTIES AND RESPONSIBILITIES

    Oversees and manages the daily operation of the Finance Department with a concentration in the revenue, parking, billing, and procurement areas. Coordinates operations with other departments in matters involving the Finance Department. Reports to the Director of Finance. Additional responsibilities include:

    • Works with assigned division managers to set reasonable short-term and long-term objectives to achieve departmental goals.
    • Coordinates various projects as directed by the Director of Finance.
    • Prepares and submits the weekly/monthly and annual department reports.
    • Responds to inquiries from other departments, the administration, and the public.
    • Assists the director with developing and presenting the department's annual budget.
    • Meets with vendors to discuss departmental contracts, projects, and specifications.
    • Responsible for achieving the department's revenue goals and controlling expenses.
    • Manage all the major billings and monitor all associated revenue numbers for accuracy.
    • Must attend public meetings and represent the department as needed.
    • Must keep the director completely informed on all changes, variances, personnel matters, etc.
    • Assumes responsibilities of the Director in his/her absence.
    • Performs all related work as required.

    EDUCATION AND EXPERIENCE

    Graduation from a four-year college or university with a degree in Accounting, Finance, Public Administration, or Business Administration. Minimum of four (4) years' experience in management, preferably of a group involved in finance, auditing, billing, and accounting. An advanced degree in a related field (preferred) or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.

    • Knowledge: Knowledge of interventions is required with negotiations on tax and revenue settlements. Strong knowledge of GASB standards, municipal budgeting, and public sector financial systems (e.g., Munis) preferred.
    • Skills: Skills in Excel, Access, and Sequel (SQL) databases. Excellent communication skills (oral and written).
    • Abilities: Ability to develop and institute performance and tracking standards, develop financial analysis, and monitor revenues closely. Ability to develop complex Excel spreadsheets and be extremely proficient in Excel, Access, and SQL databases. Ability to attend public meetings and represent the department as needed. Must keep the director completely informed on all changes, variances, personnel matters, etc.
    • Licenses: Possess and maintain a valid driver's license with a good driving record.

    CANDIDATE EVALUATION

    Evaluation for this position includes a review of application materials, certification of qualified applicants, and an in-person or virtual panel interview.

    WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

    All selected applicants must pass a criminal background investigation and a pre-employment physical.

    • Requirements: Works in an office and in outside weather conditions. Occasionally required to lift and/or move objects weighing up to 25 pounds.
    • Vision: Require vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
    • Working Conditions: Work is typically performed in an office environment with low noise levels. The employee is frequently required to sit, stand, and talk or hear. The majority of functions will involve a computer, along with standard office equipment such as desk phones and printers/copiers.
    • Location: Business hours are Monday through Friday, 8:30 am - 4:30 pm, in the City/County Building, 800 French Street, 5th Floor, Wilmington, DE 19801. During peak periods or times of increased workload, the position may require additional hours beyond the standard workweek.

    TOTAL COMPENSATION

    Compensation encompasses both salary administration and a comprehensive benefit package:

    • Salary Administration: New employees are hired at the starting step and up to the median step four, with salaries based on qualifications and internal equity. Annual merit increases are provided based on a satisfactory performance review.

    Medical Insurance: Highmark BCBS of Delaware. City of Wilmington offers 2 medical plans, PPO II (Preferred Provider Organization) and an EPO (Exclusive Provider Organization).

    Dental Insurance: MetLife. City of Wilmington offers three dental plans, Dental Plan 1, 2, and 3.

    Vision Plan: Unum (Powered by EyeMed). City of Wilmington offers two vision plans, Basic Vision coverage which is available if you enroll in medical insurance. Basic Vision Coverage which is no cost, and the Buy-Up Vision coverage is available at an additional cost.

    Additional Benefits: The City of Wilmington also offers other valuable benefits such as Life and AD&D Insurance, Long-Term Disability. Employer Provided HRA's, Flexible Spending Accounts (medical reimbursement and dependent care), additional whole and term life insurances, short term disability and critical care insurance are also available at an additional cost to the employee.

    Opt-Out Cash Back Incentive Program: Employees who choose to enroll in medical or dental coverage other than the City's and can provide proof of this medical coverage may be eligible to receive additional income.

    Sick Leave: Accumulates at the rate of one day for each completed month of service, beginning after the first full month of employment.

    Vacation: At least eight (8) hours of vacation per month after the completion of the first six (6) months of continuous employment until the next January 1. Each January 1 thereafter, employee will be credited with at least ninety-six (96) hours* of vacation for the calendar year, until the completion of five (5) years of continuous service.

    Holiday: Eligible employees receive holiday pay from date of hire, View City Holidays

    Life Insurance: The City agrees to provide term life insurance for each eligible employee for a maximum of fifty thousand dollars ($50,000.00) at no cost.

    Pension: Eligible employees are able to participate in the State Pension Plan you will contribute 6% of your bi-weekly base pay.

    Deferred Compensation Plan: Optional employee contributory plan available.
