Deputy Division Administrator, Luma Division

The Luma Division is established as the sustainment organization at the State Controller's Office to support State of Idaho agencies and their employees using Idaho's enterprise resource planning (ERP) system, Luma. The State of Idaho Controller's Office is an equal opportunity employer. KEY RESPONSIBILITIES

Employee works directly under the Luma Division Administrator. Directly presides over a staff of 3 plus employees within the division. Organize activities, monitors/controls the work-flow, and manages the performance business process development and system configuration implementation requirements to support state-wide activities in the areas of accounting, budget, human resources, procurement, and payroll; serves as primary accounting expert and mentors/guides financial operations within the division; monitors all fiscal related activities regarding the division's operating expenses to comply with budget constraints; as requested by, or in the absence of, the Division Administrator, provide direction and leadership to four (4) bureau chiefs within the Luma Division (Finance and Supply Chain Management Bureau, System Development and Testing Bureau, Human Capital Management Bureau, and Continuous Improvement/Training Bureau); works as a member of the SCO management team with other Deputy Controllers to set policy and strategic goals of the office. This role is dependent on real-time teamwork, in-person mentoring and in-person collaboration to problem-solve and provide customer service in real time.

Essential Job Functions:

  • Direct and control operations of multiple, diverse, and strategically critical functions throughout the enterprise.
  • Hires, retains, and evaluates staff within the division.
  • Recommends and sets priorities on assigned tasks.
  • Ensures effective communication among division, management staff, and state agencies.
  • Recommends solutions to complex or unusual inquiries, problems, and issues.
  • Forecast and monitor total cost of operations.
  • Serves as SCO representative at department, state-level meetings, and task forces.
  • Recommends, interprets, and applies policies, procedures and guidelines.
  • Prepares situation analyses and/or audit responses.
  • Ensures processing schedules and services are met per managements direction or agreements with internal and external customers.
  • Monitors internal control procedures within the division.
  • This role is dependent on real-time teamwork, in-person mentoring and in-person collaboration to problem-solve and provide customer service in real time.

  • This is an in-office position.
  • Any additional duties as assigned by State Controller or his/her designee.

Minimum Qualifications:

  • Ability to manage, lead, mentor, coach, advocate and inspire staff. Encourage team collaboration and environment.
  • Must possess excellent communication and leadership skills.
  • Ability to communicate and coordinate with written, oral and active listening skills.
  • Be able to use collaboration and messaging tools.
  • Deep understanding of State of Idaho appropriations and budgeting processes.
  • Well versed in compliance with government accounting standards, internal controls, and unique government financial structures.
  • Experience with State of Idaho human resources, procurement and IT support principles.
  • Experience in enterprise resource planning (ERP) technology and applications development organization. Knowledge of the industry as it exists today and trend for the future.
  • Ability to analyze and translate complex functional and technical information.
  • Must have great organizational and problem-solving skills with an eye for detail and accuracy.
  • Reliable, with high integrity and strong work ethic.
  • Commitment to the office and its constitutional mission.
  • Ability to interact with internal and external users on a multitude of issues and services.
  • Bachelor's degree in accounting, business administration, or other related field, and at least 5 years of experience in State of Idaho financial management; or Certified Government Financial Management (CGFM) credentials with at least 10 years of experience in State of Idaho financial management.
