Position classification

Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

Organizational Information:

Adams County Health Department is a newly-formed, local public health agency in the State of Colorado and part of the Adams County Government. The department was formally formed on January 1, 2023. As of June 1, 2023, the department is composed of 5 Divisions including Strategic Health Initiatives, Epidemiology and Data Science, Public Health Nursing, Environmental Health, and Nutrition and Family Health, as well as unique organizational units such as the Office of Strategic Affairs, Finance Program, Performance Management and Quality Improvement (PMQI), and employs approximately 200 staff and has an annual operating budget of approximately $30M.

Role Overview:

The Deputy Executive Director of Health Systems and Organizational Performance performs executive-level duties for the Adams County Health Department and serves as the executive leader responsible for organizational excellence, enterprise quality, compliance, financial stewardship, organizational development, accreditation, enterprise risk management, and performance management. This position provides executive oversight of the Nursing and Strategic Health Initiative divisions and enterprise support functions that enable the organization to achieve its strategic priorities while maintaining compliance with federal, state, local, and accreditation requirements.

The Deputy Executive Director provides direct supervision of the Finance Manager, the Performance and Business Excellence Manager, Nursing Division Director, and Strategic Health Initiatives Division Director, and may supervise additional staff or divisions as determined by the Executive Director. The Deputy Executive Director serves as the Departments Chief Compliance Officer and executive sponsor for enterprise quality improvement, accreditation, ethics, organizational development, and continuous improvement initiatives.

In partnership with the Executive Director, this position provides executive leadership across the organization by establishing systems that strengthen organizational effectiveness, accountability, fiscal stewardship, performance excellence, and public trust. During the Executive Directors absence, provides executive leadership in coordination with the Deputy Executive Director for Community-Based Services. This mirrors the responsibilities of the existing DED while shifting the focus from service delivery to organizational performance and governance.

Examples of Duties for Success

Executive Leadership:

  • Provides executive leadership for enterprise quality, compliance, organizational excellence, finance, and administrative services.
  • Maintains awareness of policy, public health law, regulations, and political landscape and collaborates closely with the County Attorney's Office and other subject matter experts in the interpretation and application of policy to health department operations.
  • Dedication to and promotion of psychological safety and staff development throughout the agency by fostering an environment of learning, development, and growth for all Adams County Health Department staff.
  • Serves as Executive Sponsor on large-scale, cross-divisional, multidisciplinary strategic projects, innovation, and organizational transformation efforts. Provides executive leadership and sponsorship of large-scale, cross-Division and multidisciplinary projects, including special projects, policy initiatives, community engagement efforts, and change management efforts as assigned.
  • Serves as a strategic advisor to the Executive Director on organizational effectiveness, governance, enterprise risk, and performance.
  • Promotes a department-wide mindset focused on organizational excellence, accountability, innovation, and continuous improvement.
  • Leads cross-divisional change management initiatives that improve organizational effectiveness.
  • Promotes improving health outcomes in the communities served by the health department. Strives to integrate fairness into all department programs, services, and activities.
  • Responds to public health emergencies and initiates corrective actions and responses pursuant to federal, state, and local laws, as assigned by the Executive Director. Plays a critical role in the health department's incident command system (ICS) during incidents or other emergencies.
  • Represents the Department with county leadership, governmental agencies, auditors, accreditation organizations, and community partners as assigned.
  • Participates in the hiring, onboarding, training, and development of top-level department staff.
  • Works closely with the Executive Director, Division Directors, and other subject matter experts to develop and monitor annual budget and address contractual issues as needed.
  • Works collaboratively with cross-functional teams and other county departments to support efforts to integrate operations with existing county functions.
  • Effectively models best practices in values-based leadership to supervise, coach, and mentor staff in a productive and positive manner to support overall workforce development.
  • Promotes and models ACHD leadership competencies.

Compliance, Ethics, and Enterprise Risk:

  • Serves as the Departments executive leader for enterprise compliance and ethics.
  • Oversees development, implementation, and maintenance of the Departments compliance policies and procedures.
  • Chairs the Quality and Ethics Committee.
  • Oversees enterprise compliance with applicable federal, state, local, grant, contractual, and accreditation requirements.
  • Oversees enterprise risk management and organizational risk assessment activities.
  • Ensures development and execution of internal monitoring and audit plans.
  • Oversees investigations and corrective action planning related to compliance issues.
  • Promotes an ethical culture grounded in accountability, integrity, transparency, and public trust.

Finance and Business Operations:

  • Provides executive oversight of departmental financial planning, budgeting, and fiscal accountability.
  • Oversees financial compliance, internal controls, grant compliance, procurement oversight, and financial monitoring.
  • Partners with County Finance and ACHD Finance teams to ensure long-term fiscal sustainability.
  • Reviews financial trends and recommends executive decisions regarding organizational investments.
  • Ensures responsible stewardship of public resources.

Quality, Performance, and Accreditation:

  • Provides executive leadership for Performance Management and Quality Improvement (PMQI).
  • Oversees the Departments Performance Management System.
  • Leads organizational performance review processes and executive scorecard development.
  • Oversees Public Health Accreditation Board (PHAB) accreditation activities.
  • Champions Lean, process improvement, evaluation, and organizational learning.
  • Ensures performance measures support strategic planning and organizational decision-making.

Organizational Development:

  • Provides executive leadership for organizational development and employee experience.
  • Oversees enterprise policy governance and organizational policy management.
  • Supports leadership development, workforce planning, and succession planning.
  • Sponsors organizational change management initiatives.
  • Champions a culture of innovation, continuous learning, and psychological safety.

Emergency Preparedness Duties:

  • Employee responds, as required, to support public health emergencies, incidents and events. Employee participates in all exercises and drills on emergency preparedness, as required. Completes trainings identified as appropriate for this level employee.

Hours, Location, Travel:

  • Hours - Typical work hours are 8am - 5pm, but work schedule is flexible and based upon the needs of the organization. This position qualifies for flexible work schedules.
  • Location - This is a hybrid position that is currently based out of the Adams County Government Center in Brighton, Colorado.
  • Travel - The individual hired for this position should anticipate daily travel to multiple work locations within the Denver metropolitan area for executive oversight. We currently have five (5) health department locations. Travel overnight may also be required multiple times per year.

Equipment Used:

Standard office equipment including, but not limited to, personal computer and associated hardware and software, telephone, copier, calculator, and audio-visual equipment.

Working Conditions and Physical Requirements:

Work is primarily conducted indoors with occasional time spent in an outside environment. Incumbent experiences routine exposures and hazards of a typical office environment. Incumbent is occasionally required to work after normal work hours to attend governmental meetings.

Manages the organization, its programs, functions and operations during the absence of the Executive Director. Position is responsible for final decision-making and resolution at the most difficult, complex, and sensitive issues regarding budget, policy, and strategic direction as it impacts areas of assigned responsibility. Has direct supervisory responsibility over Public Health Nursing Division, Strategic Health Initiatives, Finance, Performance Management and Quality Improvement, and Organizational Development. Has a strong matrixed relationship with the Epidemiology & Data Science Division, ACHD Project Management Office, and other internal Divisions.

Qualifications for Success

Education: A Master's Degree from an accredited college or university with major coursework in public health, public administration, biological or environmental science, or a related field is required with a Bachelor's Degree from an accredited college or university in public health, public administration, biological or environmental science, or related field is required.

Experience: Seven (7) years' supervisory or management experience in upper level management position with four years within the public health setting, health systems setting, and/or local governmental experience. Local governmental public health experience strongly preferred.
