General Statement of Duties
Performs specialized technical andinspectionwork in coordinating andparticipatingin the Countys fire service programs. An employee in this class performs advisory, training, inspection/code enforcement, and administrative work in the Fire Marshals Office and the countys emergency management programs. Fire Marshal related work involves inspecting buildings for fire hazards, plans review of all commercial properties in accordance of NC Fire Prevention Code, promoting fire prevention/education and fire safety awareness, investigating fires involving death, injury or suspicious in nature, advising local fire departments, coordinating special search and rescue functions, public information and fire prevention, and acting as liaison with industries on compliance with regulations on potential environmental and fire hazards. Duties also includeparticipatingin emergency planning and response activitiesin the event ofman-madeand natural disasters. Work is performed independently within the framework of departmental policy. Considerable tact, courtesy, and firmness arerequiredin public contacts in explaining and enforcing pertinent laws and codes. The employee is on call for response to suspicious fires and is subject to hazards associated with fire inspection, administrative, and firefighting work, including working in both inside and outside environments, in extreme cold weather, and exposure to various hazards such as exposure to high heat, exposure to chemicals, and proximity to moving mechanical parts, electrical current, and working in high places. The employee is also exposed to atmospheric conditions and blood-borne pathogens, and is sometimesrequiredto wear a respirator, and may berequiredto work in close quarters and for long durations. Work is performed under the general supervision of the Director and Deputy Director of Fire Marshall's Office and EmergencyManagement, andis evaluated through observation and the review of reports on the overall effectiveness of applicable fire service programs.
Essential Duties and Tasks
Enforces the Fire Code, including plan review and inspections of assigned commercial properties in the Countys unincorporated areas; prepares reports on inspection activities andmaintainsinspection records. Conducts investigations of fires of suspicious nature or involving injury or death todeterminecause; collects evidence, prepares documentation of all actions taken; testifies in court proceedings asrequired.Develops and implements public education programs for fire safety and emergency management; conducts public training programs to meet OSHA guidelines. Supervises and provides guidance to various specialized programs and prevention activities, such as hazmat incidents, missing persons searches, Project Lifesaver, fire safety house, coordinates land and water rescue navigational searches for missing persons; Advises local communities regarding the organization of a volunteer fire department; assists organized units in purchasing equipment, obtaining and maintaining federal loans, and complying with regulations, preparing budgets, using specialized technology, and obtaining necessary ratings and certifications; assists in the preparation and development of grants. Inspects volunteer fire departments and advises on the requirements of the Insurance Services Office;maintainsmobile data terminals for local fire and rescue agencies. Responds to working fires and other emergency response incidents to provide command and control oroperatein a suppression capacity. Provides an informational service to the public on a wide variety of subjects related to natural andman-madeemergencies, answering questions via mail, telephone, and personal inquiries, and through speaking engagements and news media presentations. Responds to hazardous materials incidents; investigates and contacts responsible parties for cleanup. Responds as on-call representative, a week at a time, working variable schedules, nights, weekends, and holidays. Maintains EMT and Firefighter certifications and responds to emergencies in these capacities when needed.

Desirable Education and Experience
Associates degree in Fire Science or related field with additional training in fire inspections and prevention, and considerable experience in the fire service, or an equivalent combination of education and experience.
Special Requirements:
Possession of a valid North Carolina Class C (Class B Preferred) drivers license.
Possession of NC Level I Fire Code Inspector certification (Level III Preferred)

Possession of NC Emergency Medical Technician certification

FINANCIAL PROGRAMS
Retirement
Membership in the North Carolina Local Government Employees Retirement System is a requirement for all regular full-time and regular part-time employees. Employees contribute 6% of their annual compensation before it is taxed. If you leave County service before retirement, you may withdraw your retirement contributions or elect to freeze your contributions in anticipation of future local government employment. If you have 5 years of service, you are 100% vested in the NCLGERS.
NC401(k)
The NC401(k) supplemental retirement program is available to regular full-time and regular part-time employees. The County establishes this 401(k) account for each eligible employee and makes a 5% contribution based on monthly earnings. Employees may elect to make voluntary contributions through payroll deduction.
457 Deferred Compensation
The 457 Deferred Compensation program is available to regular full-time and regular part-time employees through payroll deduction. Deferred compensation is a voluntary investment plan to supplement retirement income and to defer taxable income.
Special Separation Allowance
The Separation Allowance is available to law enforcement officers between the ages of 55 and 62 years that are eligible and retire under the provisions of the NC Local Government Employees Retirement System.

LEAVE PROGRAMS
Vacation Leave
For regular full-time County employees, vacation leave accrues based on length of service in the NC Local Government Employees Retirement System. Regular part-time employees accrue prorated vacation leave based on a percentage of the full-time benefit.
Sick Leave
For regular full-time County employees, sick leave accrues each pay-cycle. Regular part-time employees accrue prorated sick leave based on a percentage of the full-time benefit. Your unused sick leave balance can be applied as creditable service toward a service retirement under the guidelines of the NCLGERS.
Holidays
The policy of the County is to follow the holiday schedule as published by the State of North Carolina each year.

Military Leave
Annual Training - Reserves and National Guard -Ten paid workdays per fiscal year.
Active Duty - Reserves and National Guard - Ten paid workdays upon activation.
Civil Leave
Paid leave is provided to full-time or regular part-time County employees called for jury duty or as a witness of the court for the federal or state government, or a subdivision thereof.
Family Medical Leave Act
Federal law provides job protection and continuation of existing paid health insurance during 12 weeks of leave, paid or unpaid, to an eligible employee for qualifying events. These events can include birth or adoption, and serious illness of an immediate family member, or of the employee.

Employee Assistance Program (EAP)
The Employee Assistance Program is open to all employees and their dependents. It is a confidential service provided at no cost to the employees of the County. EAP provides certified counselors who administer assessment and brief therapy to employees who want help with a variety of personal and work-related issues such as stress, parenting concerns, grief, alcohol/drug use, family problems, financial concerns, and work-related problems.
Wellness Center and Telemedicine
We believe that staying healthy is inclusive of exercising regularly and taking care of your physical body. Nash County has a Wellness Center, which consists of various exercise equipment and videos, open to all full and part-time employees.
All full-time employees also have access to telemedicine through Teladoc. Teladoc treats conditions like allergies, sore throats, asthma, and more. Doctors are available by phone or video 24/7 from wherever you are. They are available to diagnose symptoms and send a prescription if needed.
