About the Office of the Inspector General (OIG):

The Indiana Inspector General is responsible for investigating and addressing fraud, waste, abuse, and wrongdoing in any agency within the executive branch of Indiana state government. This includes any authority, board, branch, commission, committee, department, division or other instrumentality of the executive branch of Indiana state government. The Inspector General does not have jurisdiction over the judicial or legislative branches of state government or over local or county government.

The State Ethics Commission has jurisdiction over: (1) a current or former state officer; (2) a current or former employee of a state agency; (3) a person who has a business relationship with a state agency; or (4) a current or former special state appointee. The State Ethics Commission has ultimate authority to interpret the Indiana Code of Ethics.

Role Overview:

The Deputy Inspector General reports to the Chief Deputy Inspector General, Enforcement. You support activities related to the legal, advisory, and investigative functions for the OIG. Primary duties may include conducting legal research, advising investigators on the applicability of the Code of Ethics and criminal code, representing the OIG in hearings before the State Ethics Commission (SEC), drafting reports, and drafting advisory opinions.

This role requires that you maintain discretion with handling sensitive and confidential information.

• Ensuring adherence to regulatory requirements and internal policies.
• Conducting thorough internal investigations related to compliance and ethics violations.
• Drafting investigation reports and recommending corrective actions.
• Developing and delivering training programs on compliance and ethics.

Salary:

The salary for this position traditionally starts at $85,020.00 but may be commensurate with education and work experience. Use our Compensation Calculator to view the total compensation package.

A Day in the Life:

The essential functions of this role are:

• Draft informal advisory opinions, which requires analyzing complex ethics laws and factual scenarios;

• Evaluate evidence in investigative cases and draft recommendations and reports on disposition of cases;

• Assist in screening complaints and respond to reporting parties with additional resources as appropriate;

• Participate in the delivery of all OIG training activities, including participating in live presentations in conference settings;

• Conduct legal research and draft reports, legal memoranda and other legal documents;

• Assist in the drafting, promulgation, and readoption of administrative rules and the review of legislative bills;

• Represent the OIG in cases litigated before the SEC (alleged ethics violations);

• Assist in the presentation of OIG cases to county prosecutors for consideration of criminal charge filing, which requires working in concert with prosecuting attorneys offices and staff;

• Assist in collection efforts on behalf of OIG and SEC;

• Other duties and projects as assigned.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What Youll Need for Success:

The ideal candidate in this role should minimally have:

• Licensed attorney in good standing with Indiana Bar Admission;
• Demonstrated knowledge and ability to apply relevant statutes, case law, and rules;
• Ability to understand and observe the Indiana Administrative Orders and Procedures Act under IC 4-21.5.
• Excellent communication skills both orally and in writing;
• Strong legal research, writing, and litigation skills;
• Ability to handle sensitive and confidential information with discretion;
• Ability to perform essential functions with or without reasonable accommodation.

Additional experience that will set you apart includes:

• Ensuring adherence to regulatory requirements and internal policies;
• Conducting thorough internal investigations related to compliance and ethics violations;
• Drafting investigation reports and recommending corrective actions;
• Developing and delivering training programs on compliance and ethics;
• Knowledge of and experience in legal proceedings and enabling statutes of the OIG and SEC;
• Thorough knowledge of state government organization and procedures as well as state statutes, rules, and law governing areas of responsibility.

Supervisory Responsibilities/Direct Reports:

This role may serve as a team lead for an assigned work group.
