Introduction
The Maryland Office of Peopleâs Counsel (OPC) was created in 1924 and is the oldest office of its kind in the U.S. The Peopleâs Counsel is appointed by the Attorney General, with the advice and consent of the Senate. OPC is a State of Maryland agency, that works independently to represent Marylandâs residential consumers of electric, natural gas, telecommunications, private water and certain transportation matters before the PSC, federal regulatory agencies, and the courts.
The Office of the People''s Counsel is seeking an experienced and energetic Deputy Operations Manager for their office. The Deputy Operations Manager ensures smooth administrative operations for the office and fills several essential roles within the administrative team.

POSITION DUTIES
The Deputy Operations Manager serves as OPC''s Procurement Officer, coordinating procurement activity and drafting and implementing contracts for more than $3.3 million in consulting services expenditures annually. The position is also responsible for oversight of all accounts payable processes and serves as vendor liaison. The position serves as a back-up to the Chief Operations Officer and has a working knowledge of all operations, compliance, financial and administrative activities of the Office of People''s Counsel.

MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.Â

Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.Â
Candidates may substitute the possession of a Bachelor''s degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.Â
Candidates may substitute the possession of a Master''s degree from an accredited college or university for the required experience.Â
Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
