Deputy Superintendent

SUMMARY:

The Deputy Superintendent provides leadership to the instructional functions of the school system. This includes the planning, coordination, and supervision of instruction, curriculum, assessment, professional development, and compliance with state and federal programs. This position supports the implementation of the Maryland Blueprint for Schools and works closely with the Superintendent and other district leaders to advance student achievement and operational excellence.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Direct and evaluate instructional staff, programs, and curriculum development.
• Support the implementation of the Maryland Blueprint for Schools.
• Collaborate with the Superintendent to:
• Plan and coordinate school improvement efforts at both state and local levels.
• Supervise school improvement initiatives in all schools.
• Implement professional learning aligned to Maryland's assessment programs (MCAP).
• Oversee MSDE and Federal grant programs, including Title grants.
• Develop and monitor goals, plans, and evaluation procedures for schools and instructional programs.
• Supervise the development and revision of curriculum specifications and instructional programs.
• Partner with the Chief Operations Officer to develop educational specifications for new school facilities and renovations.
• Plan and lead staff development for all instructional personnel.
• Supervise nurses and K-12 art programming.
• Evaluate and supervise supervisors of instruction and Chief Academic Officers.
• Lead research and evaluation studies related to curriculum and instruction.
• Recommend, interpret, and enforce Board policies related to instruction.
• Recommend personnel actions for instructional supervisors and other direct reports.
• Assist in budget development and monitor departmental fiscal responsibility.
• Approve instructional purchase orders in accordance with COMAR and financial regulations.
• Support the Director of Student Services in improving discipline processes and compliance with policies and COMAR.
• Coordinate and facilitate instructional leadership meetings.
• Attend MSDE and Eastern Shore Assistant Superintendent meetings; disseminate key information.
• Collaborate with higher education institutions to support Grow Your Own initiatives.
• Complete reports and assist in policy development related to instruction.
• Coordinate major district events, including Staff Recognition Night and high school graduations.
• Lead the development of the annual school calendar.
• Maintain visibility in schools and throughout the district.
• Perform other duties as assigned by the Superintendent.

QUALIFICATIONS

• Education and/or Experience
• Master's degree in Educational Administration or Supervision; doctorate preferred.
• Minimum of 3 years of successful teaching experience.
• Minimum of 3 years of experience as a school principal.
• Minimum of 3 years of experience in a central office leadership role.
• Demonstrated experience leading central office staff or school-based leaders.
• Experience working with school boards and community stakeholders is preferred.
• Certificates, Licenses, Registrations
• Valid Maryland State Department of Education (MSDE) Administrator I certification.
• Superintendent's Endorsement preferred.
• Language Skills
• Ability to read, analyze, and interpret professional publications, technical procedures, and government regulations.
• Ability to write reports, correspondence, and procedural documents.
• Ability to present information effectively and respond to questions from administrators, staff, students, parents, board members, and state/federal agencies.
• Reasoning Ability
• Ability to solve practical problems with diverse variables and limited standardization.
• Ability to interpret a variety of written, oral, diagram, or schedule instructions.
• Computer Skills
• Proficiency with database software, internet applications, spreadsheets, word processing, and communication platforms.
• Proficiency in Google Workspace and Microsoft Office; familiarity with educational and financial software platforms.

• Ability to multitask and make timely, reflective decisions.
• Ability to provide constructive feedback to a wide range of direct reports.
• Strong instructional background, including knowledge of data analysis and professional learning models.

• Effectively manages multiple tasks, prioritizes responsibilities, and supports staff in achieving goals.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to talk, hear, sit, and use hands to handle or feel. Occasional standing and walking are required. The employee may occasionally lift and/or move up to 25 pounds. Specific vision abilities required include close, distance, color, peripheral vision, and depth perception.
