Definition of Class

  • This is one of two top-level administrative positions under the Chief Deputy Warden of the Erie County Department of Corrections. This position is responsible for directly assisting the Warden in the development and implementation of policies and procedures necessary to achieve the Departments goals and objectives in the context of its mission statement.

Duties & Responsibilities

  • Responsibilities include: Assisting the Warden in the operation of the department and its facilities; Preparing and implementing directives, orders, and policy statements to ensure the security, safety, and efficient operation of the department; Ensuring compliance of applicable correctional standards and court decisions, in particular, Title 37, Chapter 95 of the Pennsylvania Code; familiarization with ACA (American Correctional Association) standards for Adult Local Detention Facilities and NCCHC (National Commission on Correctional Health Care) in regards to best correctional practice. Assist in planning and development of the operating budget for personnel, equipment and capital improvement. Assist in guiding, directing, supporting and monitoring staff in their efforts to effect compliance with the department's Mission and Vision statements. Makes frequent tours and inspections of the facility, especially inmate housing units. Provide input in the development of an overall treatment/management plan for inmates.
  • Directly supervise and oversee the duties of the Inmate Service Coordinator, Counselors, the Community Works Program (CWP) and various contracted support staff and vendor companies for medical services, drug and alcohol, including medical assisted therapy (MAT) and mental health services; Represent the prison administration in weekly Medical Collegial Reviews and quarterly Medical Administration Committee (MAC) meetings. Assist with bids, requests for proposals and contracts within these areas of responsibility; Responsible for the successful planning, implementation, and evaluation of inmate religious services, substance abuse identification and treatment, educational programs, plus psychological and psychiatric services; Responsible for the prison's efforts concerning re-entry and the early release opportunity and therefor communications with adult probation/parole, pre-trial services and the courts, county offices (D&A, MH/ID, OCY, Domestic Relations), the Veterans Administration, and community treatment providers/support services; Responsible for setting up 302/304/Competency Hearings for mental ill inmates with assistance from mental health support staff; Serve as the liaison the PA Department of Human Services in coordinating the transfer of inmates to and from state hospitals and attend the forensic advisor committee meetings and monthly meetings with Torrance State Hospital; Serve as the facility liaison for County Department of Drug and Alcohol Prevention meetings; Serve as facility liaison for County Opioid Settlement Fund Advisory Committee; Serve as the facility liaison for the PA Board of Probation and Parole Community Action Committee; Serve as the chairmen for the Inmate Review Committee (IRC), the Treatment Team and the Special Review Committee (SRC); Responsible for the Youthful Offenders Program in conjunction with mental health, medical and security staff to ensure compliance with State and Federal directives, protocols, and reporting requirements; Responsible for the interface with local school districts, intermediate units and educators for inmate education services, including the high school and GED preparation and testing, including testing licensing; Under direction and supervision of the Deputy Warden and the Director of Corrections/Warden; Other duties may be assigned periodically.

Minimum Requirements

  • Bachelor's Degree in Criminal Justice, Psychology, Social Sciences or related field
  • Minimum of 10 years of Experience in Corrections
  • Minimum of 5 years of Supervisory/Management Experience
  • Completion of Pennsylvania Department of Corrections Basic Training Academy

Preferred Qualifications

  • Master's Degree
