The Opportunity

WSDOT is seeking multiple Construction and Design Engineers (Transportation Engineer 2) to join the Southwest Region Project Engineering Offices in Chehalis, Kelso, and Vancouver, WA. In this role, youll help deliver transportation projects that enhance the safety, reliability, and mobility of Washingtons highway system by ensuring projects are designed and constructed in accordance with approved plans, contract requirements, and state standards.

As a Transportation Engineer 2, youll serve as a lead designer, construction inspector, and quality assurance professional, playing a critical role throughout project delivery. Whether youre developing engineering solutions or overseeing construction activities in the field, your work will directly contribute to building and maintaining a safe, resilient, and dependable transportation system that serves communities across Washington.

What to Expect

Among the varied range of responsibilities held within this role, the Transportation Engineer 2 will:

  • Serve as lead designer in charge of a moderately sized project or a significant portion of a larger project:
  • Coordinate or perform site reviews and the collection of existing available data of the project area
  • Utilize CAD software to draft sheets for design reports and contract plans involving intersections, interchanges or new alignments.
  • Utilize applicable computer software to model roadway geometry, create alignments, develop cross sections, determine earthwork quantities, calculate estimate costs, perform hydraulic analyses, and develop schedules.
  • Develop special displays, informational exhibits, and project materials in support of community involvement public meetings, open houses, workshops, hearings, and presentations, environmental permits, and real-estate acquisitions or access negotiations.
  • Prepare and/or review design reports, hydraulics reports, environmental documents, design estimates, and right-of-way plans using field data and standard design criteria for projects.
  • Develop design and Plans, Specifications and Estimates (PS&E) for transportation projects.
  • Coordinate with specialists throughout the Region and Headquarters.
  • Serve as lead inspector in charge of a moderately sized project or a significant portion of a larger project or may act as roving inspector for concurrent smaller projects or inspect specialized features.
  • Provide oversight inspection and documentation of the construction work for conformance to the Contract and environmental permits
  • Monitor quantity and quality of materials placed
  • Verify materials are approved prior to incorporation into the project.
  • Perform materials testing.

Qualifications

These are Transportation Engineer 2 positions. However, the hiring manager reserves the right to fill the positions at a lower level in the classification series based on candidate qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal "in-training" plan.

To be considered for this opportunity, the following are required:

Transportation Engineer 1 (TE1) level:

  • Engineering Fundamentals: Foundational knowledge of basic engineering and mathematical principles to solve routine engineering problems, typically gained through education, experience, training, or certification (EIT or LSIT). Ability to apply this knowledge to design, construction, and inspection tasks.

Transportation Engineer 2 (TE2) level:

  • Engineering Knowledge: Comprehensive knowledge and practical understanding of engineering principles, methods, and practices relevant to transportation projects. This includes experience in design development, construction techniques, material testing procedures, and/or contract administration; Experience preparing project contract documents, documentation for construction administration, or working with discipline subject matter experts and/or contractors/Design Builder in an engineering capacity.

In addition to the above, the following are also required:

  • Analytical and Technical Review: Skills to develop, review, evaluate, and/or propose alternative solutions to complex elements of a project. Experience in reviewing engineering plans and specifications for compliance with established standards.
  • Technology Proficiency: Proficient in operating computer-aided engineering software and Windows-based computers and MS Office applications, including Excel and Word.
  • Communication Skills: Skills to communicate technical and non-technical information clearly and effectively to diverse audiences, both virtually and in person, using a range of electronic communication methods such as email, telephone, text, video conferencing, and computer-based collaboration tools.
  • Collaboration & Adaptability: Skills to work productively both independently and as part of a team environment, prioritizing workload and handling multiple assignments, producing accurate and consistent results.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Takes action to meet the needs of others.
  • Licensing/Certification: Valid driver's license and the ability to operate state-owned vehicles. Western Alliance for Quality Transportation Construction (WAQTC) Certification and American Concrete Institute (ACI) in assigned test methods, or ability to obtain within first year of hire.

It is preferred that qualified candidates also have:

  • Engineering Fundamentals: Demonstrated knowledge of engineering principles, practices, and standards typically acquired through Engineer-in-Training (EIT) certification or equivalent engineering education and experience.
  • Planning & Prioritization: Demonstrated ability to effectively prioritize competing assignments, organize workload, and manage multiple design, construction, or project-related responsibilities while meeting established deadlines.
  • Project Delivery: Demonstrated experience supporting one or more phases of transportation project delivery, such as project scoping, design development, preparation of contract documents, construction inspection, compliance monitoring, material testing, or construction administration.
  • Engineering Inspection & Construction Support: Demonstrated ability to apply engineering standards, specifications, and contract requirements while performing design support, construction inspection, or contract administration activities to ensure quality and compliance.
  • Decision Making & Judgment: Demonstrated ability to analyze information, evaluate alternatives, and make sound, independent decisions while recognizing when to seek guidance on complex or high-risk issues.

  • These are in-training positions that offer a career path, hands-on learning, and mentorship. These positions allow you to progress upward through the Transportation Engineer series and achieve the goal class of a Transportation Engineer 2. Candidates will be considered for a Transportation Engineer 1 or a Transportation Engineer 2, depending on their qualifications. Annual salary levels for each position are:

  • Transportation Engineer 2: $72,900 - $98,064

  • Transportation Engineer 1: $66,072 - $88,788

Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
