Duties Description The New York Waterfront Commission (NYWC) is a law enforcement agency vested with licensing, regulatory, and investigative powers. NYWC's mission is to investigate, deter, combat, and remedy criminal activity and influence in the Port of New York, and to ensure fair hiring and employment practices so that the Port and region can grow and prosper. The agency conducts investigations into waterfront practices and works with federal, state, and local law enforcement partners in complex criminal investigations pertaining to labor racketeering and organized crime. It conducts disciplinary hearings before administrative law judges to deny or revoke licensure for statutory violations, and to bar those who pose a danger to the public peace or safety or who lack the requisite good character and integrity from port employment.

Under the direct supervision of sergeants, NYWC detectives conduct complex, long-term investigations of racketeering and organized crime in the Port of New York. Detectives also investigate possible violations of the Waterfront Commission Act (WCA), including prohibited association with organized crime figures and career criminals. NYWC seeks an experienced financial crimes detective to conduct investigations involving complex financial crimes, fraud, money laundering, embezzlement, theft, organized financial crime enterprises, and other economic crimes affecting the security and integrity of waterfront operations.

Duties include but are not limited to:

• Analyze complex financial transactions, banking records, tax records, payroll records, corporate filings, asset ownership structures, transaction data, digital evidence, and other financial intelligence to identify criminal conduct.
• Identify, document and investigate suspicious financial activity, including structuring, payroll schemes, trade-based money laundering, and other methods used to conceal illicit proceeds.
• Identify assets, beneficial ownership, shell companies, related businesses, and financial relationships among investigative subjects and entities.
• Utilize financial analysis tools and databases to identify trends, patterns, suspicious activity, and criminal schemes.
• Prepare financial timelines, transaction analyses, link analyses, and other demonstrative evidence.
• Prepare and maintain comprehensive investigative records and affidavits, and ensure compliance with evidentiary standards.
• Work independently and as part of a multidisciplinary investigative team with agency personnel and local, state, and federal law enforcement officers in complex, long-term criminal and administrative investigations.
• Assist in identifying and recovering criminal assets through forfeiture and asset recovery.
• Effect arrests, apply for and execute search warrants, subpoenas, and other legal process.
• Participate, as assigned, in surveillance, undercover operations, interviews, and interrogations.
• Testify as necessary as a fact witness and subject matter expert in criminal and administrative proceedings.
• Develop and maintain confidential sources and informants.
• Serve as lead detective on assigned cases as necessary.
• Maintain a visible police presence within the port community.
• All other duties that may be assigned by supervisory personnel or the Chief of Police.

Minimum Qualifications • A minimum of 8 years of law enforcement experience conducting long-term, complex criminal investigations with a local, state, bi-state, or federal law enforcement agency. Certified New York Police Officer status approved by DCJS preferred.

• A minimum of 8 years of prior experience conducting complex, long-term investigations involving financial crimes, fraud, money laundering, embezzlement, cyber-enabled financial crimes, or complex business crimes. Experience in labor racketeering and organized crime preferred.
• Strong knowledge of Anti-Money Laundering regulations/financial crime statutes, financial systems, Suspicious Activity Reports (SARs), banking operations, and money movement.
• Experience in leading interrogations, conducting physical, electronic, and other methods of surveillance, executing search warrants, developing confidential informants and testifying at adjudicatory hearings.
• Proficiency with investigative databases, open source research, financial analysis tools, link-analysis software, and case-management systems.
• Functional knowledge of technical equipment used in law enforcement investigations, such as audio and video surveillance devices.
• Experience working with local, state, and federal law enforcement agencies, as well as established contacts within the law enforcement community in the State of New York.
• Candidates must be a United States citizen and possess a valid driver's license.

Additional Qualifications:

• Certified Fraud Examiner (CFE), Certified Anti-Money Laundering Specialist (CAMS), Certified Fraud Examiner (CFE), or similar professional certification(s) preferred.
• Strong analytical, organizational and report-writing skills.
• Demonstrated ability to work in a high-profile, high-pressure environment effectively.
• Demonstrated ability to work with all internal levels within a given organization.
• Candidates must be of good moral character and have not committed incidents involving perjury or false statement.

Additional Comments NOTE:

• Travel may be required (approximately 50%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job.
