Summary: Under general direction manages and directs the operations of a twenty-four hour juvenile detention facility for Jefferson County.

Duties & Responsibilities

Essential Job Functions: Directs all operations of a 48-bed, 24-hour, male/female juvenile detention facility, responsible for the safety, security, education, meals, care, and welfare of the detainees; responsible for the safety, care, and security of the detention facility and employees, develops and implements policies and procedures to advance the facility's mission, goals, and objectives; hires, evaluates, promotes, disciplines, and terminates employees following established procedures and policy. Guides and develops employees in the accomplishment of their duties and professional growth; oversees department training and safety issues; conducts or arranges all training for employees, resolves problems between detainees and or employees, approves employees leave requests. Oversees the daily care of detainees, including meals, snacks, hygiene, health, laundry, education, and exercise; directs the programming of all activities for detainees; coordinates the hiring of school district teachers to provide classes each day for detainees; coordinates the provision of medical and psychiatric services to detainees. Meets with and counsels detainees experiencing behavioral problems or seeking advice; oversees the general maintenance and repair of the detention facility; recommends and monitors division's annual budget to Department Director, manages the purchasing function for the division; handles and oversees the resolution of departmental problems; prepares periodic reports for department director and state oversight agencies. Regular and predictable attendance is an essential function of this position.

Education & Experience

Education & Experience: Bachelor's Degree in behavioral science, criminal justice or related field. Master's degree preferred. Five years experience in probation and/or detention including two years supervisory experience.

Specialized Requirements: Texas Certified Juvenile Probation Officer

Knowledge, Skills, & Abilities

Knowledge, Skills, & Abilities: Strong verbal and written communication skills; computer skills; knowledge of the Jefferson County Juvenile Detention Division policies, procedures and administrative manual; Texas Juvenile Probation Commission standards, Texas Family Code, and Texas Penal Code; knowledge of the Jefferson County Juvenile Detention training manual, Jefferson County personnel policies and procedures, principles and practices of employee supervision, methods and practices of operating a twenty-four hour juvenile detention facility. Skill in managing and directing the day-to-day operations of a juvenile detention facility, developing and implementing operating policies and procedures. Excellent interpersonal skills in order to deal effectively with all levels of employees, law enforcement agencies, school officials, juvenile offenders and their families, and the general public; effective management skills; leadership ability, problem solving skills; strong counseling/social work skills.
