Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Developer
More than seven years of experience in application development and support of legacy applications utilizing multiple languages including COBOL-74 and COBOL-85 with at least six months in an Integrated Eligibility System Program.
Seven or more years of experience with system analysis and design, programming and unit and integrated testing.
Desirable Qualifications:
Seven or more years of experience programming in real-time and batch processing environments.
Seven or more years of experience monitoring production systems, troubleshooting/debugging, working with database structures, data dictionaries, and source code, and supporting State EBT and EBT card issuance applications within a State IT environment.
Seven or more years of experience creating and maintaining technical documentation, conducting code walkthroughs and testing, and reviewing, translating, and extracting business rules and process logic from legacy COBOL applications.
Duties/Responsibilities:
Review production systems to understand major technical components and relate them to business areas
Develop applications based on technical requirements, design & architecture principles & standards
Use tools to analyze and extract business rules from legacy code
Produce work products and applications that reflect and ensure system design and delivery are in line with business needs and project plan
Document system specifications and solutions to facilitate knowledge transfer
Monitor and perform diagnostic/debugging activities
Coordinate project activities among other team members, users, and/or requestors
Act in advocacy role as a Subject Matter Expert (SME) in all relevant phases of the IES Software Development Lifecycle (SDLC)
Work closely with Architects and others on the applications development team to refine solution design
Report status of current tasks and outstanding issues to supervisor and project leads
Other duties as assigned
Consultants may be eligible to telecommute for more than 50% of their work hours, up to and including 100% remote work. Telecommuting arrangements require direct manager approval and are subject to change based on program needs. Consultants approved for 100% remote work must attend monthly in-person meetings at the Albany office and be available for major milestone meetings as needed.
