The Development & CIP Engineer selected for this opportunity will gain key public sector experience in Development and Project Engineering related to water and wastewater projects and infrastructure. Such experience can effectively position you to pursue and obtain key, sought-after public sector jobs. We are looking for an Engineer that has 8+ years of experience to work on-site and part-time (approximately 20 hours per week) in the Rancho Santa Margarita area. 

Projects may include:

  • Water and sewer pipeline projects
  • Development services engineering

As a Development & CIP Engineer, your duties and responsibilities will include, but are not limited to:

  • Manage and oversee Capital Improvement Program (CIP) projects from planning and design through construction, coordinating work performed by internal staff and consulting engineers.
  • Prepare project scopes, cost estimates, schedules, and technical analyses to support capital planning and project delivery.
  • Review and evaluate engineering plans, specifications, and technical reports to ensure compliance with District standards, regulations, and applicable codes.
  • Provide technical guidance to consultants, contractors, and inspectors, respond to RFIs, and assist in resolving engineering and construction issues.
  • Participate in development and plan review, evaluating plans and studies submitted by developers and consultants and providing technical comments and conditions of approval.
  • Review and approve water demand, wastewater generation, hydraulic studies, and related technical analyses to ensure adequate system capacity and infrastructure requirements.
  • Prepare Requests for Proposals (RFPs) and assist with consultant selection, bid evaluation, and contract administration for engineering and construction services.
  • Monitor project progress, manage contracts, change orders, and consultant invoices, and provide regular project status updates to District management.
  • Coordinate with District Finance staff to ensure proper funding sources, purchase orders, and capitalization of project expenditures.
