    Position Description

    Job Summary:

    The Harris County Flood Control District's (District's) core mission is to mitigate the risk of flooding in Harris County, which has a population of over 5 million and includes the City of Houston, the fourth-largest city in the United States. The District's responsibilities extend to approximately 1,500 channels spanning nearly 2,500 miles, over 60 regional stormwater detention basins covering more than 10,000 acres, and several wetlands mitigation banks.

    The Harris County Flood Control District is seeking qualified, experienced candidates for the position of Development Coordination and Inspection Department Manager, who will be responsible for directing and supervising the daily activities of the Developer Coordination and Inspection Department (DCID). Monitors demolition, construction, and performance of inspections of newly constructed drainage channels, detention basins, outfalls, crossing structures or fixtures (bridges, cables, pipelines), and other types of features that may be found on a channel or within a detention basin.

    General Description:

    Personnel Leadership & Development

    • Supervises and develops personnel in performing operations in accordance with the department's operating principles, procedures, and District policies.
    • Track progress and provide constructive feedback throughout assignments.
    • Conduct performance reviews, motivate department personnel, and create strategies to boost productivity.

    Operational Planning & Oversight

    • Reviews the departments daily operating schedule to plan work and personnel assignments.
    • Anticipates and determines causes of delays in operations and takes appropriate action to meet schedules.
    • Reports promptly to the Assistant Director when delays occur, estimates the time of delay, and provides a solution to resolve the issues.
    • Monitors the progression of land development activity in and adjacent to the District's rights-of-way and reports to the Assistant Director.

    Asset Acceptance & Documentation

    • Leads the asset acceptance process for all developer-constructed assets within the District's right-of-way (ROW), coordinates the collection and transmittal of right-of-way vesting documentation, and initiates creation of records within the Districts asset inventory.
    • Prepares required documents for the Commissioners' Court acceptance of drainage facilities.
    • Reviews and authorizes correspondence in response to the developer's activity.

    Development & Construction Review

    • Oversees development inspections for both private and public agencies.
    • Oversees District's use of Harris County demolition contracts to support District functions, including but not limited to the Home Buyout Program, Encroachment Removal Program, and Channel Ownership Program. Reviews drainage facility acceptance applications and prepares appropriate responses.
    • Reviews developer or utility construction plans and specifications for non-flood-control features to ensure compliance with District criteria.
    • Interprets construction drawings, topographical profiles, and related construction documents and verifies actual construction is in compliance with the District's approved construction drawings.
    • Performs field visits to construction sites as necessary to monitor construction progress and its impact on District facilities.
    • Interacts and mediates with the developer's representative (contractors or engineers) and District staff to resolve problems identified as a variance to the District's design criteria.

    Interdepartmental & Interagency Coordination

    • Coordinate with District departments, as needed, to help ensure that what developers design is maintainable and prepared for turf implementation in projects associated with turf agreements.
    • Coordinate and oversee coordination meetings between the District and the Office of County Engineer to support the acceptance process for ongoing roadway and subdivision drainage improvement projects located within District ROW.

    Additional Responsibilities and Duties

    • Assume additional responsibilities as required, adapting to the Districts evolving demands, responsibilities, needs, and objectives.

    Requirements

    Education and Experience:

    • Bachelor's degree related to construction in Civil Technology, Construction Science, Construction Management, Civil Engineering, or a related degree in that field, with two years of construction experience working with project plans, OR
    • High school diploma or equivalent and five years of construction experience, including working with project plans, may be substituted for a bachelor's degree.

    Licensure:

    • Class C Texas Driver's License Required

    Knowledge, Skills, and Abilities:

    • Requires solid knowledge/understanding of construction standards, practices, and techniques.
    • Requires excellent organizational, technical, and managerial skills to effectively prioritize, identify, and solve problems.
    • Knowledge of GIS Software and Land Management Applications.
    • Familiar with SharePoint and Adobe Acrobat Professional.
    • Be a self-starter; work well independently and as a team; assume ownership in completing assigned tasks.
    • Exemplify a professional manner in all circumstances.
    • Work well under pressure, in an office environment, adhering to tight deadlines and accuracy/quality standards.
    • Utilize good organizational skills and effectively prioritize and schedule multiple tasks/initiatives.
    • Use proper grammar, correct spelling and punctuation, simple formats, and filing systems.
    • Effectively communicate with coworkers, the general public, the industry, and/or governmental representatives.
