The Development Review Engineer Oversees the engineering and permitting review of land development applications, including land divisions, site plans and construction permits for compliance with state laws and other applicable policies and regulations, including but not limited to: County codes and Engineering Design Standards. Coordinates with other review staff such as Planning, PW Traffic Division, and other permitting agencies outside of the County. Provides expert testimony at forums such as County Hearing Examiner, and public meetings.

The job is part of a division whose work encompasses the design of highway construction projects, the review for engineering soundness of such designs made by outside consultants, the review of construction in accordance with approved design, and the inspection and testing of materials put in place by contractors for their quality and appropriateness. The position also has a role in office engineering aspects of construction projects through such actions as assisting in review of plats, permits, verification of material quantity calculations.
Incumbents are required to have demonstrated substantial knowledge and abilities in these areas:
  • Perform engineering review, permitting and inspection of land development projects.
  • Read, understand, and apply detailed code provisions to project proposals.
  • Write clearly and concisely to respond to applicants and when required, impose permit conditions.
  • Establish and maintain effective working relationships with elected officials, department supervisors, associates, subordinates, representatives of other agencies, and with the public.
  • Use tact, discretion, and courtesy in inter departmental and public contacts.
  • Work independently and develop new procedures when necessary.
  • Learn hydraulic and hydrologic modeling techniques and computer software programs when required.
Essential Duties and Responsibilities

The following examples of duties and accountabilities illustrates the general range of tasks assigned to the position but are not intended to define the limits of required duties. Employees must comply with all County and department policies, procedures, WAC's and RCW's, or other regulatory bodies.
  • Serves a liaison between the County's Public Works Department and Planning Department staff for comments related to development review, permitting and inspection.
  • Acts as a Division resource in resolving complex engineering problems related to stormwater design and land development, as required.
  • Review engineering plans, permits, reports, specifications, studies, and as-builts related to development activity.
  • Demonstrate knowledge of drainage engineering principles, applied sound engineering judgement, and be able to provide exceptional customer service.
  • Provides testimony and presentations at County Hearing Examiner, and other public meetings when required.
  • Assesses proposed development plans for stormwater management designs to protect surface and groundwater, and to ensure their compliance with applicable regulations.
Education, Experience, and Licensing

Required:
  1. Knowledge of County land development practices and procedures.
  2. High School Diploma or GED
  3. Two years of experience as a Permit Technician
  4. Two years of customer service experience
  5. Two years customer service in an administrative/office support position within a public environment
  6. Federal, state, and local laws, rules, codes, and regulations related to the fields of land development and stormwater management.
  7. Valid Driver's License: With proof of automobile insurance
  8. Background Check: Must have an acceptable background record
  9. Driving Abstract: Must have an acceptable driving record
Preferred:
  1. Bachelor of Science degree in Civil Engineering or related field
  2. Engineer in Training (EIT) Certificate or working towards obtaining certification
  3. Prior experience in construction or project management
  4. Experience in the public sector and with intergovernmental or inter-agency agreements is preferred.

These skills and abilities typically are acquired through a combination of experience and training. Experience may be substituted for education.
Physical Abilities and Working Conditions

Working Conditions:
The work of the position is carried out in an office environment sitting at a desk or workstation with desktop computer and standing or sitting at a public service counter. Occasional lifting of office paper supplies may be performed but is voluntary and incidental to the position's purpose. Travel is not required as a normal part of the job.
