Job Summary:
The Development Services System Coordinator serves as the primary liaison among the City's process owners for development review and approvals, permitting, licensing, inspections, and IT, ensuring that business needs for development review and approval across multiple City divisions and departments are met. The Coordinator manages enhancement backlogs for the land management software, focusing on change management, communications, and system administration. The Coordinator aims to maximize technological investments, support cross-functional initiatives, and improve customer service and efficiency. Additionally, the Coordinator collaborates with process owners to ensure consistent service, serves as a point of contact for technical support with third-party vendors and IT, and works under the supervision of the Community Development Director.

Technical

- Serves as the City's subject matter expert for the land management software, providing user support, training, and troubleshooting
- Develops, maintains, and optimizes SSRS and other reporting solutions to support business intelligence and performance measurement
- Collaborates with IT team members to ensure system integrity and efficient support
- Coordinates with process owners and stakeholders to gather requirements, document business processes, and recommend system enhancements
- Coordinates recommendations for configuration changes with the Enterprise Permitting and Licensing Advisory Team (EPLAT) and IT
- Subscribes to support updates and uses business hubs to surface cross-suite insights for leadership
- Leads ongoing training initiatives for team members and the public on EPL functionality; develops online training materials and customer outreach programs; includes managing and assigning training modules
- Actively participates in land management software websites and attends webinars and events
- Supports measurement and management of key performance indicators for all the divisions and departments involved in development approval, permitting, licensing, inspection, and addressing processes, including Community Development, Engineering, Fire, and Environmental Services
- Assists with system audits, data integrity checks, and compliance with City policies and industry best practices
- Documents processes, workflows, and results; maintains technical standards and practices for City software platforms

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
MINIMUM QUALIFICATIONS
Education and Experience:
- Bachelor's degree in Public Administration, Urban Planning, Business Administration, Information Systems, Computer Science, IT Systems Administration, or a related field and three (3) or more years of experience as a Business Systems Analyst or similar role, preferably in municipal government or from private sector engineering, architecture, or construction contracting organizations supporting land development construction activities or an equivalent combination of education and experience.
- Minimum of one (1) year of supervisory, team leader, or project lead experience
- Certified Business Analysis Professional (CBAP) or similar, preferred
- Agile/Scrum Product Owner certification or working knowledge of ITIL, Agile, or other process improvement methodologies, preferred
- Valid Driver's License
Knowledge, Skills, and Abilities:
- Demonstrated experience with Tyler Technologies' Permitting and Payments systems or a similar land management software platform, including system administration and user support
- Experience with Tyler Hub, Tyler Reporting, and other Tyler Technologies modules or similar land management software modules
- Proficiency in SSRS (SQL Server Reporting Services) and business intelligence/reporting tools
- Strong understanding of Community Development subject areas (e.g., Building, Planning, Code Enforcement, Permitting, Licensing)
- Proficiency in Microsoft Office Suite and familiarity with permitting and workflow systems
- Excellent analytical, problem-solving, and communication skills. Stakeholder engagement skills
- Data reporting and visualization skills
- Ability to translate business requirements into technical solutions
- Ability to manage multiple priorities and work collaboratively with cross-functional teams
- Advanced proficiency in SSRS (SQL Server Reporting Services) and business intelligence/reporting tools is desired
- Proficiency in Adobe Acrobat
- Familiarity with ArcGIS, MobileEyes, JustFOIA, Application Xtender, TRAKiT Archives, Conduits, and iCompass
- Familiarity with municipal government operations, statutes, and regulatory requirements
- Experience developing and delivering training for technical systems
- Project management or product owner experience in a public sector environment

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
Work Environment: 90% inside a climate-controlled building. 10% outside, which includes driving.
Physical Requirements: The essential functions of the job require: Sitting approximately five (5) hours per day, standing approximately two (2) hours per day, and walking approximately one (1) hour per day. The job also requires frequent fine manipulations, grasping, pulling, pushing, reaching, repetitive motion, light lifting, and light carrying of objects weighing up to 15 pounds; occasional bending/stooping. On rare occasions, the work requires climbing, crawling, kneeling, and lifting and/or carrying objects weighing 15 to 44 pounds.
Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation in person or on the telephone. Speaking: Ability to communicate orally with others, speak effectively on the telephone, and speak before groups to give formal presentations. Seeing: Ability to see and read computer monitor screens, detect color coding, operate a vehicle, and read fine print and/or normal-size print.
Driving Requirements: Requires occasional driving and possession of a valid Florida Driver's License.
Technology: The work requires the ability to operate telephones, smartphones, tablets, photocopiers, printers, desktop and laptop computers, calculators, and all associated software. The work also requires proficiency with computer hardware and software, including word processing, spreadsheet, and database applications; internet applications; and database management.
