How you make a difference in this role:
As the DGS Senior Contract and Procurement Manager, you will manage complex procurement activities, oversee contract development and administration, and support strategic purchasing initiatives for the Department of General Services (DGS). Working closely with the Central Procurement Office (CPO), departmental leaders, Fiscal Services, and suppliers, you will help ensure procurements are completed efficiently, contracts remain compliant, and purchasing activities support the Department's operational objectives. This position serves as a senior procurement resource, providing guidance on procurement processes, contract administration, and purchasing best practices across the Department.
The successful candidate will demonstrate strong analytical abilities, sound judgment, exceptional organizational skills, and the ability to manage multiple priorities while maintaining compliance with State procurement policies. This position is part of the Office of Administrative Services within the Administrative & Fiscal Services division and reports to the DGS Procurement Director. Job Overview:
The Department of General Services for the State of Tennessee is looking for an experienced procurement professional to join our team as a DGS Senior Contract and Procurement Manager. In this role, you will help ensure the Department acquires the goods and services needed to support State government while maintaining compliance with procurement laws, policies, and best practices. You'll work with leaders across the Department, partner with the Central Procurement Office, and serve as a trusted resource on procurement and contract administration. The monthly starting salary is $5,100 to $6,373, based on qualifications and experience. This position has a hybrid work schedule based in Nashville.
Key Responsibilities:
Assist with the development and administration of complex procurements, contracts, and special projects under limited supervision.
Prepare Special Contract Requests (SCRs), Strategic Technology Solutions (STS) Pre-Approval Endorsements, and other procurement documentation as required.
Provide technical guidance and mentoring to procurement staff on contract development, procurement policies, and contract administration.
Serve as the Procurement Director's proxy during meetings and assigned responsibilities when needed.
Monitor agency contract maximum liability amounts and contract expiration dates and communicate required actions to divisions and program areas.
Partner with the Central Procurement Office to coordinate procurement projects, monitor progress, and resolve procurement issues.
Prepare requisitions and purchase orders for goods and services requested by divisions supported by the Office of Administrative Services.
Process procurement card (P-Card) purchases and complete monthly reconciliation activities.
Coordinate with Fiscal Services to process invoices, resolve payment issues, maintain purchasing records, and ensure suppliers are paid in accordance with contract terms.
Conduct supplier research, evaluate products and services, and support procurement decision-making through appropriate documentation and analysis.
Review procurement activities to ensure compliance with Department, State, and applicable federal laws, regulations, policies, and procedures.
Serve as the primary liaison between DGS and suppliers to resolve procurement discrepancies, contract questions, and vendor concerns.
Use Microsoft 365 applications to prepare procurement documentation, reports, correspondence, and records.
Review and approve lease contracts in accordance with established procedures.
Troubleshoot complex procurement and contract administration issues and recommend effective solutions.
Perform other duties as assigned.

Experience with public sector procurement policies, procedures, and procurement systems.
Experience managing complex procurements, competitive solicitations, and contract administration.
Advanced proficiency in Microsoft 365 applications, including Outlook, Word, Excel, PowerPoint, and Teams.
Strong analytical, organizational, planning, and project management skills.
Exceptional customer service, relationship management, and interpersonal skills.
Excellent verbal and written communication skills.
Demonstrated ability to interpret procurement policies and exercise sound professional judgment.
