GENERAL DESCRIPTION:

This position facilitates and supports best practices and program development for the successful education of deaf or hard of hearing students. It also supports and facilitates the Wyoming Department of Educations role as a lead agency for individuals with hearing loss in the state. Additionally, it upholds the general supervision responsibilities of the Special Programs unit of the Wyoming Department of Education, as mandated by the Individuals with Disabilities Education Act.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

  • Provide regional technical assistance and consultation to Wyoming public schools through onsite visits and virtual support, offering guidance and follow-up services to educators and service providers serving students who are Deaf or Hard of Hearing (DHH)
  • Plan, coordinate, and facilitate statewide professional development opportunities, workshops, and targeted in-service trainings for Teachers of the Deaf, Educational Interpreters, Speech-Language Pathologists, Special Education Teachers, and other educational professionals
  • Develop and deliver training focused on evidence-based practices and the unique educational needs of students with hearing loss to improve student outcomes across Wyoming
  • Lead the planning, coordination, and implementation of statewide family engagement and outreach events, including DHH Roundup, secondary transition workshops, and other activities that support students and families
  • Collaborate with families, schools, and community partners to increase participation, access, and inclusion opportunities for students who are Deaf or Hard of Hearing
  • Represent the Wyoming Department of Education on state and national committees, workgroups, and professional organizations related to Deaf and Hard of Hearing education and special education services
  • Foster partnerships with state agencies, educational organizations, and stakeholders to support coordinated services and resources for students with hearing loss
  • Maintain current knowledge of federal and state laws, regulations, and best practices related to Deaf and Hard of Hearing education and provide guidance to local education agencies
  • Prepare reports, maintain program documentation, and assist with data collection and program evaluation activities as required
  • Support the mission and goals of the Wyoming Department of Education through participation in staff meetings, professional development activities, statewide initiatives, and general supervision responsibilities to ensure high-quality service delivery across the state

Qualifications

PREFERENCES:

Will be given to applicants with a Bachelors degree in Deaf Education, Speech Language Pathology, ASL Interpreting, Audiology, or a closely related field. And/or a Masters degree and at least five years of experience in Deaf Education/teaching the Deaf (birth through 21 years of age).

KNOWLEDGE:

  • Ability to communicate effectively with deaf/hard-of-hearing individuals, including knowledge of hearing loss and audiogram interpretation.

  • Basic knowledge of assistive listening devices such as remote microphones, sound field systems, hearing aids, bone-conducted hearing devices, and cochlear implants

  • Understanding of the Individuals with Disabilities Education Act (IDEA) and Section 504 of the Rehabilitation Act of 1973, with the ability to discuss Individualized Education Plans (IEPs)

  • Strong written and verbal communication skills, professional demeanor, and the ability to remain unbiased while working with constituents

  • Self-starter capable of independent work (e.g., contacting schools, setting appointments), while also recognizing when to seek guidance from team members or the SPED division. Must be a team player, assisting colleagues as needed

  • Prudent use of tax-funded resources and awareness of available resources in the deaf/hard of hearing library in Casper

  • Competency in email, document creation, tracking technical assistance, developing presentations (PowerPoint), and setting up virtual meetings/workshops (Google Meet or Zoom)

  • Ability to travel

MINIMUM QUALIFICATIONS:

Education:

Bachelors Degree (typically in Education)

Experience:

1-2 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.

NOTES:

  • FLSA: Exempt
  • Successful applicants must reside in Wyoming or maintain a primary residence within a 100-mile radius of Cheyenne for the duration of their employment with the Wyoming Department of Education
  • Travel is estimated at 70%
  • Applicants may be asked to provide transcripts of any relevant coursework at the time of the interview or hire
