Job Overview:
This vacancy is within the Tennessee Department of Human Services (TDHS), Division of Rehabilitation Services. The DHS Director of Operations is responsible for the overall operational health of the division under the guidance and direction of its Assistant Commissioner. This classification is responsible for directing a full range of operational services, and liaising between programs, budget, and other operational divisions. An incumbent of this class is charged with understanding strategic concepts and goals and execution of the department's mission. This class differs from that of an Assistant Commissioner in that an incumbent of the latter performs work of greater scope and complexity.
Key Responsibilities:
Provides oversight for a specific program division, monitors division expenditures, and ensures successful delivery of services in support of front-line operations.
Manage divisional staffing operations including hiring, retention, disciplinary actions, performance management, and overtime authorization and monitoring.
Reviews, analyzes, and utilizes performance data to monitor compliance and identify operational trends, and provides recommendations to improve the performance and quality of the division's operations through the redesign of workflow, process defect elimination, competitive benchmarking, performance metrics development, and data collection.
Serves as operational liaison between the division and other departmental support divisions by collaborating with budget, fiscal, human resources, inspector general/audit, IT, general counsel, and internal/external stakeholders. Represents the department in public facing events and inquiries.
Oversee strategic initiatives, and special projects that enhance efficiency, effectiveness, and the customer experience.
Assists in the creation of program contracts to on-board vendors for services, technology, and modernization solutions.
Oversee Division's compliance with federal rules and regulations governing all divisional programs through policy development and reviewing divisional processes.
Develops procedures and workflows in conjunction with program leaders to ensure timeliness, quality, and customer service goals are met.
Minimum Qualifications:
Bachelor's degree in related field. At least 5 years of experience in staff and program management or operations leadership.
At least 5 years of experience in a Social Services field or comparable program operations.
