Role purpose
Lead integrated identification, screening, and scoping of digital-infrastructure opportunities across Europe and Eurasia. Amendment A0002 confirms the evaluated scope: cybersecurity, artificial intelligence, data centers, and connectivity. The lead converts incomplete sponsor concepts into evidence-backed Preliminary Assessments, Project Reports, feasibility-study/technical-assistance/pilot TORs, independent budgets, schedules, and implementation recommendations.
Representative assignment problems
• Frame Government and sponsor decisions; establish evidence requirements, uncertainties, alternatives, and acceptance tests.
• Integrate cybersecurity, AI/data, cloud/data-center/edge infrastructure, and broadband/fiber/5G connectivity into coherent project concepts.
• Test architecture, interoperability, privacy, resilience, operations, commercial viability, financeability, regulatory feasibility, procurement, and U.S. export potential.
• Direct assignment WBS/BOEs, technical-commercial-financial analysis, TORs, budgets, schedules, red-team review, and final release.
Responsibilities
• Own multidisciplinary technical judgment and integration across the four clarified domains.
• Produce concise, evidence-traceable inputs for Preliminary Assessments, Project Reports, TORs, independent budgets, schedules, and the cumulative Final Report.
• Define current-state baselines, alternatives, implementation pathways, dependencies, risks, and recovery branches.
• Coordinate technical, country, finance, export, resilience, legal/regulatory, and editorial specialists.
• Participate in rapid mobilization, remote analysis, quality reviews, and international travel when assigned.
• Protect Government, sponsor, customer, and candidate information and disclose actual, potential, or apparent conflicts.
Minimum evidence-based qualifications
• 10+ years of directly relevant digital-infrastructure project development, feasibility, technical-assistance, or investment-scoping experience, supported by dated named projects.
• Senior leadership integrating cybersecurity, AI/data systems, data centers/cloud/edge, and connectivity. Deep expertise may be concentrated in one or more areas, but the résumé must prove multidisciplinary decision leadership and clear use of specialists.
• Evidence producing feasibility assessments, options analyses, technical architectures, implementation roadmaps, TOR/SOW packages, budgets, schedules, or technical-economic-financial recommendations.
• Experience in public-sector, development-finance, infrastructure, or regulated environments; Europe/Eurasia delivery strongly preferred.
• U.S. citizen or lawful permanent resident; Axyde will request written confirmation but not identity documents during recruiting.
• Strong written English, independent technical judgment, availability for contingent proposal/delivery support, and ability to travel internationally.
Evidence to submit
• Current résumé with month/year dates and personal responsibility on each relevant project.
• Short project list naming client/sponsor, country, period, scale/value, deliverable, decision supported, and outcome; omit protected information.
• One nonproprietary work-sample description demonstrating a feasibility, TOR, architecture, or investment recommendation.
• Current city/state, hourly-rate expectation, availability, travel status, and employment/country/customer/conflict restrictions.
