Help safeguard the integrity of North Carolina's sports betting and digital wagering markets. As a Digital Systems Compliance Analyst with the North Carolina State Lottery Commission, you'll sit at the front line of gaming regulation and review the technology, cybersecurity controls, and system changes that licensed sports books and bettors rely on every day. It's a role built for someone who wants their analytical skills to serve a bigger purpose: protecting players, ensuring fair play, and holding a fast-growing regulated industry accountable.

You'll review technical compliance submissions, monitor system changes and cybersecurity assessments, and flag issues before they become real problems. Working directly with licensed operators, you'll interpret release notes, vulnerability assessments, and change-management filings. Responsibilities:

  • Receive, log, and track technical compliance submissions, including system change notifications, release notes, certifications, security assessments, and other filings required by Commission rules.
  • Monitor licensee compliance with approved change management procedures, internal controls, and reporting obligations. Follow up regarding incomplete, missing, or delinquent submissions.
  • Provide guidance and technical assistance to applicants and licensees regarding submission requirements and Commission processes.
  • Maintain databases and records related to system changes, technical approvals, and compliance activities.
  • Conduct reviews of software updates, infrastructure modifications, and system integrations to identify potential compliance concerns and escalate complex matters as appropriate.
  • Review quarterly and annual submissions, including independent certifications, vulnerability assessments, and other required technical reports for completeness and consistency.
  • Prepare clear and concise case summaries and reports documenting facts, analyses, identified deficiencies, and recommended corrective actions.
  • Track and monitor corrective actions resulting from compliance reviews, audits, or investigations and follow up with licensees regarding outstanding items.
  • Prepare routine correspondence to operators regarding submission deficiencies, reporting requirements, and requests for additional information.
  • Assist in developing and maintaining procedures, reports, metrics, and dashboards related to technical compliance monitoring and change management activities.
  • Assist in evaluating new technologies and system enhancements proposed by licensees by gathering information and conducting preliminary research.
  • Monitor industry developments and emerging technologies and identify potential impacts to regulatory compliance programs.
  • Promptly elevate complex technical issues, suspected violations, cybersecurity incidents, significant compliance concerns, or matters with potential enforcement implications to the Digital System Investigator and Division management for further review and action.

Requirements:

  • Associate’s or Bachelor’s degree in information technology, computer science, cybersecurity, or a closely related field; or an equivalent combination of education and experience.
  • One to three years of experience in compliance, information technology, IT audit, cybersecurity, risk management, or a regulated industry environment.
  • Experience reviewing technical documentation, managing records, and supporting audit and compliance activities is preferred.
  • Working knowledge of information technology systems, cybersecurity principles, and change management processes.
  • Basic understanding of system controls, software release management, and technical documentation.
  • Familiarity with gaming systems, online wagering platforms, or highly regulated technology environments preferred.
  • Proficiency with Microsoft Office Suite and electronic document management systems.
  • Ability to maintain accurate records and databases.
  • Strong organizational and analytical skills
  • Ability to review technical documentation and identify inconsistencies or potential compliance concerns
  • Ability to communicate effectively with technical and non-technical stakeholders
  • Ability to prepare reports and correspondence clearly and accurately
  • Ability to manage multiple assignments and meet deadlines in a fast-paced environment
  • Strong customer service and interpersonal skills
  • Attention to detail and ability to exercise sound judgment

Hiring Rate: $65,338

North Carolina residency required; this position may be eligible for partial telework.
