Job Duties/Scope Of Work
The Director of Program Management for the Information Management (IM) organization is a senior leadership position responsible for overseeing critical IM business units: Support & Integration Services and IM Business Operations. This role ensures alignment of IT initiatives with enterprise goals, drives operational excellence, and fosters collaboration across stakeholders, including customers, vendors, and internal teams.
Key responsibilities include:
•Provide strategic direction and leadership for Support & Integration Services, including management of IT liaisons, project managers, buyer technical representatives, and site form developers.
•Oversee IM Business Operations functions such as billing, computer ordering, asset and resource management, and related business processes.
•Develop, execute, and monitor program management strategies aligned with HMIS objectives and regulatory requirements.
•Drive continuous improvement and transformation initiatives to enhance IT service delivery, cost-effectiveness, and customer satisfaction.
•Collaborate with other HMIS directors, enterprise business partners, and Department of Energy counterparts as required.
•Ensure compliance with federal, state, and site-specific regulations and standards in all IM activities.
•Foster a culture of innovation, mentorship, and professional development within IM.
•Monitor and report on organizational performance metrics and progress towards goals.
•Represent IM interests in executive, client, and external forums as needed.
Basic Qualifications
•Bachelor’s degree in Information Technology, Business Administration, Computer Science, or related field, plus 10 years of progressive experience in information management, IT program/project management, or enterprise IT operations with at least 5 years in a leadership role -OR- an equivalent combination of education and experience.
•Demonstrated experience managing multifaceted IT teams and/or business operations in a large enterprise or government/regulatory environment.
•Proven ability to institute process improvements, manage budgets, and lead cross-functional projects/programs.
•Ability to obtain and maintain a Personal Identity Verification (PIV) Credential badge.
Desired Qualifications
•Strong leadership and people management skills with demonstrated ability to lead diverse, multi-disciplinary teams.
•Excellent communication skills, including ability to interact effectively with executives, technical teams, customers, and external partners.
•Experience with IT procurement, billing, and asset management processes.
•Deep understanding of best practices in program/project management (e.g., PMP or similar certification desirable).
•Effective problem-solving and negotiation skills, with the ability to appropriately balance competing priorities.
•Experience operating within government or regulated environments and working with federal contracts and standards.
•Commitment to safety, security, environmental awareness, and regulatory compliance within all job functions.
•Ability to obtain a Department of Energy (DOE) security clearance, if required.

Grade 23: $187,338 - $246,613
Grade 24: $215,550 - $283,550

A candidate’s salary history will not be used in compensation decisions. The salary range listed represents the full range of salary that may be offered.
This position may be required to complete a probationary period. Benefits for eligible employees will begin on day one.
