Overview

  • The Florida Department of Transportation (Department/FDOT), is requesting resumes and hourly rate quotes for staff augmentation resources meeting the specific Knowledge, Skills, and Abilities (KSAs) listed below. The Department will select the candidate that provides the best overall value to the State, based on skill set and rate.
  • Term: The contract term for this Staff Augmentation position is intended to conclude on 06/30/2027, with possible renewal, based on excellence in work provided, need and budget availability.
  • NOTE: "Term" does not mean the awarded contractor or resource are locked in for the full year any contractor or resource may be terminated for cause, convenience, or funding during the contract term.
  • Candidate Submission: Finance & Administration is accepting ONE (1) candidate submission per vendor for this position.
  • Rate Increase: Please do not impose a rate increase for the second year of the contract as part of your bid response. This is a firm fixed price and will be increased only at the discretion of the Department, based on consultant job performance and availability of funds. Imposing additional increases will automatically disqualify the candidate submission from consideration.
  • Quote Evaluation: Quotes will be evaluated based on the specifications identified in the scope of services and sub sections below. The eQuote will be awarded to the Contractor who presents a Candidate who demonstrates the best value to the Department based upon the response provided. The submission of additional work samples, or in person interview(s) may be requested.

  • Conflict of Interest Statement: The Department reserves the discretion to utilize staff augmentation resources to perform a wide variety of support activities/tasks, which may expose the consultant to draft procurement documentation, project development, or other information considered collectively as Procurement Information associated with other Department projects under development and prior to solicitation. To avoid and neutralize potential conflicts of interest, any consultant firm awarded this Staff Augmentation IT contract/Purchase Order shall be ineligible for selection and award of any and all Project Based IT contracts developed by the Department during the term of this contract/Purchase Order. This restriction shall also apply to sub-consultants utilized on this Staff Augmentation contract/Purchase Order.

Scope of Services

Background:

  • The Department is undertaking analysis and re-engineering of its learning management tools, techniques, processes, and content to meet future organizational goals and performance expectations. The position serves as a trusted advisor for executives, managers, and key contact bringing their years of experience to bear on strategy development, project management, product and proposal evaluation, and facilitation of meetings with various professional levels, such as executives, subject matter experts, and external partners. Work includes, but is not limited to, aligning strategic objects to implementation actions, developing design elements, evaluating service models for employee career development, proposing operational framework, preparing project documentation, evaluating project milestones and deliverables, preparing supporting documents for procurement, developing performance measures, and conducting gap analyses during implementation.
  • The undertaking will be a phased approach with continuation contingent upon scope of work needed and contract staff performance.

Education

  • Bachelor's or Master's Degree in Computer Science, Information Systems, Business Administration, or other related field, or equivalent work experience.

Experience

  • A minimum of 10 years of IT and business work experience with a broad range of exposure to various technical environments and business segments. At least 3 years of experience with managing team(s) responsible in strategic planning, business development or client management and working with a broad range of diverse and complicated business units. Must possess very strong business acumen.

Primary Job Duties/ Tasks

Candidate responsibilities:

  • Serve as strategic interface with a mix of professional subject matter experts and university partners leading to a proposal for a highly respected transportation infrastructure training approach.
  • Facilitate meetings with stakeholders and subject matter experts to define scope and expectations leading to desired outputs and outcomes.
  • Review proposed frameworks, modules, simulations and material related to the proposals to mitigate risks and leverage opportunities.
  • Review proposals for alignment with FDOT content requirements, outputs and outcomes
  • Evaluate scope, milestones, deliverables, and communication protocols to ensure success and proved value to business units.
  • Provide high-value strategic consulting level support and guidance through key initiatives.
  • Communicate decisions, priorities and relevant project information to appropriate levels of staff regarding
  • business unit requests, projects and initiatives.
  • Evaluate information received from multiple resources and synthesize to most relevant findings and value for organizational transformation.
  • Compare proposals to industry research on trends, educational tools, and materials.
  • Evaluate program modules, review participant and facilitator feedback, and use information to recommend refinements. Synthesize findings into written reports.
  • Develop success factor metrics for evaluation of pilot project content and delivery.
  • Recommend actions and products to support and sustain a long-term program, including and not limited to manuals, guidelines, process maps, and system documentation.
  • Prepare information into executive level briefing documents. Support briefings as needed and present findings and options.
  • Facilitate the planning and execution of business changes through the use of technology. Serves a lead role in enabling the business to achieve their objectives.
