The tour of duty is Monday-Friday 8:30 a.m. - 5:00 p.m.

Duties include, but are not limited to:

  • Provide comprehensive administrative, managerial and strategic leadership responsibilities for the Client Services Division, managing approximately 350 employees across critical House facilities and programs.
  • Oversee the Labor and Custodial Branch - Day and Night Labor and Custodial Sections, and Service Center Branch.
  • Coordinate custodial and labor services and service center branch, advance objectives, resolve issues, and minimize any adverse impact on Congress, the jurisdiction or the AOC.
  • Develop and implement comprehensive long-range strategic plans that align with AOCs overarching mission and congressional program objectives.
  • Lead change by developing new insights into situations, questioning conventional approaches, encouraging new ideas and innovations, and designing new or cutting-edge programs/processes.
  • Spearhead significant organizational transformation and process improvements, including developing comprehensive reorganization proposals, creating master plans for critical programs, executing strategic facility renovations and equipment replacements, and awarding and managing complex assessment contracts for operational optimization. Provide planning, analytics and business process reviews.
  • Manage high-visibility, time-sensitive congressional interactions, including daily engagement with House oversight committees, developing nuanced options and recommendations, navigating complex political landscapes and resolving sensitive issues with diplomatic precision.
  • Develop/justify congressional budgets requests in accordance with Zero-based Budget (ZBB) requirement, executes annual and multi-year appropriations, and provide analytics in response to Agency and Congressional inquiries.
  • Oversee complex multi-million dollar budgetary and contracting responsibilities. Develop comprehensive Statements of Work, coordinate with procurement and Office of General Counsel, obtains stakeholder buy-in, and awards / manages multi-year and multi-million-dollar contracts.
  • Develop internal controls to create a culture of accountability and responsibility and to improve efficiency and effectiveness.
  • Provide direct supervision to two branch leaders and contract officer representative. Responsible for administrative, professional and technical supervision of staff. Assign duties and evaluate performance, while ensuring a mutual understanding of the performance standards. Set programmatic goals for staff and develop plans for project execution that minimize impact to the House community while facilitating timely completion of planned initiatives.
  • Develop and implement comprehensive workforce development strategies to grow the knowledge, skills and abilities of employees. Provide employee skills enrichment through job related coaching, mentoring and training.
  • Perform studies and reviews to understand and plan for organizational structure, policy, process, operations and financial implications. Assess the productivity, quality, effectiveness, and efficiencies of business processes. Recommend corrective action to improve recognized deficiencies by judiciously leveraging tasking teams and resources. Develop and lead implementation of strategic plans and oversees efforts to meet broader AOC strategic planning goals of internal/external customer-focused agency.
  • Develop comprehensive reports regarding improvements or changes needed to reach current and future customer service strategic goals.

Qualifications

You must meet the United States Office of Personnel Managements (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-14 grade level in the Federal service. Specialized experience is defined as having experience:

  • Providing strategic leadership over facilities operations and services;
  • Developing and/or managing multi-million dollar budgets and contracts;
  • Leading and/or supervising a large, diverse workforce;
  • Coordinating with high level stakeholders, including Congressional and/or executive level leadership;
  • Implementing large scale organizational changes and/or process improvements; AND
  • Meeting with bargaining unit representatives for employee related matters.

The ideal candidate possesses exemplary client service skills, the ability to resolve conflict and address challenging situations, and has experience developing a culture of customer service excellence. Experience in overseeing execution of budgets and complex contracts and experience in the hospitality industry is highly desirable.

Education

There is no educational requirement for the Equipment, Facilities, and Services series (1601); however, a Bachelors degree or higher from an accredited college or university is highly desirable.

The mission of the Architect of the Capitol (AOC) is to serve Congress and the Supreme Court, preserve Americas Capitol and inspire memorable experiences. The AOC is responsible for the maintenance, operation, development and preservation of 18.4 million square feet of buildings and more than 570 acres of land throughout Capitol Hill.
