Job Description:

The Center for Population Health Data Science (CPHDS)- launched in October of 2023- aims to catalyze critical data modernization work and enable the agency to make progress toward linking

public health, healthcare, and social service for timely and effective publication. We are working towards making these data more accessible, timely, equitable, meaningfully usable, and protected - and actively used to protect and promote the health and wellbeing of New Yorkers. We aim to strengthen agencywide data capabilities by empowering our workforce, enhancing intra- and inter-agency data sharing, and using modern technology to yield trusted and integrated data and insights. A real-time and comprehensive view of city needs is needed to enhance public health actions and improve health outcomes for the most vulnerable New Yorkers. The CPHDS is working to strengthen citywide population health surveillance by better linking public health, healthcare, and social service data to fully characterize and improve the health of New Yorkers. Our vision is for these data to be accessible, timely, equitable, meaningfully usable, and protected in order to protect and promote health and wellbeing of New Yorkers. The Bureau of Data Technology and Strategy (DTS) is dedicated to the development of the Enterprise Data Platform (EDP) and is home to data strategy, data governance, data product management, data engineering, and data science capabilities. The Applied Data Science and Solutions unit within DTS oversees a number of mission critical agency projects including the Master Patient Index project, the Client Engagement Platform project, the Whole Genome Sequencing project, and various interoperability projects to support Disease surveillance systems. The unit also provides analytical support for ad hoc analyses and admin support for the Enterprise Data Platform.

Duties will include but not be limited to:

  • Develop, manage, and build integration pipelines across environments to support multiple agency initiatives.
  • Design and implement CI/CD-enabled data pipelines to automate and manage the promotion of updates across development, staging, and production environments.
  • Design and implement mechanisms for managing access and permissions for EDP resources.
  • Oversee development of datalake integration processes.
  • Advise and implement governance and permissioning in datalake environment.
  • Lead communication, planning, and coordination among stakeholders for projects.

Preferred Skills:

  • 5 or more years of Python experience
  • 5 or more years of SQL development experience
  • 5 or more years of business intelligence experience
  • 3 or more years of system admin experience
  • 3 or more years of datalake experience
  • 3 or more years of cloud development work

Minimum Qualifications

Professional/Vendor Certification(s) in database administration that is required for the position to be filled. In addition, you must have one of the following:

  1. A baccalaureate degree from an accredited college or university, and two years of satisfactory fulltime (not classroom based) experience in database administration. Experience must include database design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management;

  2. A four-year high school diploma or its educational equivalent and six years of satisfactory full-time (not classroom based) information technology experience (IT) of which at least two years must have been database administration experience as described in "1" above; OR

  3. A satisfactory equivalent of education and/or experience equivalent to "1" or "2" above. Undergraduate education may be substituted for experience on the basis that 30 undergraduate semester credits from

an accredited college or university is equivalent to 6 months of information technology experience, but may not be substituted for the required database administration experience. A masters degree in computer science or a related field from an accredited college or university may substitute for one year of database administration experience. However, all candidates must have at least one year of satisfactory full-time (not classroom based) database administration experience as described in "1" above.
