This position is a rare opportunity to own how our state government technology organization serves its people. Your decisions will directly shape whether Coloradans navigate digital services without friction, how agencies view OIT as a strategic partner, and whether state employees have the tools they need to succeed.

As the Director of the Colorado Digital Service (CDS), your mission will be to lead a high-impact technology consultancy and product-delivery team dedicated to modernizing the way state agencies serve Coloradans. As a senior leader, you are responsible for identifying the "digital levers" that improve customer outcomes, rather than just managing IT infrastructure. By focusing on people, process, and technology, you will transform digital services into a primary driver of public innovation.

In this role, you will drive strategy and oversee the development and execution of the Colorado Digital Government Strategic Plan, with a specific focus on the myColorado application and statewide constituent digital identity. You will be a champion of human-centered software development practices, coaching executive leadership to foster a culture of digital excellence. Your Influence and alignment will leverage high-level partnership and informal authority to cut through bureaucracy, ensuring technology initiatives align with state business objectives.

Key Objectives:

  • Provide strategic leadership and oversee alignment between technology initiatives and organizational goals.

  • Ensure that every resource allocation, project, and policy decision contributes to the agencys mission, transforming technology from a back-office support function into a primary driver of public service innovation.

  • Partner with appropriate finance and budget teams to direct allocations, understand organizational financial health, and respond to budgetary requests and challenges as delegated.

  • Commit adequate time to recruit team members that reflect diversity in social identities, backgrounds, lived experiences, and perspectives.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:

Minimum Qualifications:

  • Minimum of eight (8) years of experience in an occupational field related to the work assigned to the position, such as digital product management, technology consultancy, or public service delivery.

  • Minimum of five (5) years of progressive management experience, demonstrating a proven trajectory of growth into senior-level leadership roles.

Substitutions:

  • Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.

  • Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.

Preferred Qualifications:

  • 5+ years of experience guiding complex digital products from discovery to delivery. Expertise in identity management, authentication, or Single Sign-On (SSO) systems is highly desirable.

  • Demonstrated ability to lead diverse teams-including engineering, design, data, and operations-across organizational silos.

  • Proven track record in defining product strategy, prioritizing roadmaps, and using data-driven insights to measure success.

  • Experience navigating complex organizational or governmental environments, with a strong ability to champion human-centered design and influence executive stakeholders.

Conditions of Employment:

OIT employees must comply with any screening procedures in place at state agency locations where they might perform work.

A pre-employment background check will be conducted as part of the selection process. Post-employment background checks will be required for specific agencies as business needs dictate, which may include a polygraph exam, fingerprint-based criminal history search, reference checks, and a drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed.

This position may require on-call duties as needed by the position.

Supplemental Information

If this posting indicates "remote from anywhere in CO" in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position.
