Overview:

Lead, direct, and manage OSG Air Permitting and Compliance managers and staff with air compliance and permitting responsibilities primarily for the Liquids (Terminals and Products Pipeline) Business Unit’s operations, PM projects, and other assets as needed throughout the US. 

Responsibilities:
  • Establish and communicate strategic plans and priorities based on OSG goals, objectives and plans.
  • Complete department deliverables including air permits (i.e., applications, amendments, renewals, etc.), emission inventories, semi-annual / annual compliance certifications and other required air compliance activities for Liquids Operations and PM projects. Project permits will be received in accordance with established schedules and budgets.
  • Direct the development and implementation of compliance programs and systems and enhance existing programs and systems to best accomplish compliance with regulatory rules, departmental goals, objectives, and initiatives.
  • Work with managers to develop Air Permitting and Compliance staff and provide training, assistance and advice to Business Unit (BU) operations management, staff and Project Management personnel on all air compliance and permitting issues.
  • Interact and collaborate with legal counsel on permitting and enforcement matters.
  • Participate in emergency response activities as required to include participation in Emergency Drills and Planning, ERL’s, and other requirements as needed to train and respond to incidents.
  • Work with ADC’s, EHS Committee and staff to achieve regulatory compliance, industry objectives and benefit Kinder Morgan’s operations and compliance activities.
  • Manage, interpret, and communicate new and changing rules as needed to help plan for efficient and effective compliance while minimizing costs to the BU’s and company.
  • Monitor regulatory agencies and industry standards for proposed and final changes in environmental, health and safety, process safety, pipeline safety, and other requirements, interpretations and guidance.  Regulatory monitoring includes federal, provincial, state, regional, and local jurisdictions where Kinder Morgan operates. Provide leadership and guidance to develop strategies in anticipation of and response to regulatory changes.
  • Facilitate the determination of applicability and the operational and financial implications of proposed and final regulations and industry standards for business units.
  • Administer the Kinder Morgan Monthly Regulatory Update and Verification processes and systems including the associated communications, implementation tracking, software, and databases. 
  • Develop written comments on proposed regulations internally for Kinder Morgan and facilitate review and comment on behalf of Kinder Morgan on comments developed by trade groups.
  • Communicate impacts of proposed regulatory and industry standard changes to Technical Working Groups, Regulatory Compliance Work Group, Audit Department and business unit personnel.
  • Lead the integration of regulatory and industry standard updates and changes with other business processes, such as regulatory change implementation tracking, compliance management systems, audits and assessments.
  • Provide leadership and direction on behalf of Kinder Morgan within industry trade groups and collaborate with other Kinder Morgan employees to coordinate industry trade group representation and activity.  Proactively manage trade groups to advance Kinder Morgan’s goals and objectives.
  • Administer Kinder Morgan’s EHS Policy Manual to keep content current with applicable regulations and assist in the development of policies, procedures, and guidance documents.
  • Develop and manage annual budgets and LRO associated with air compliance activities and emission fees for BU’s. Devlop capital expenditures necessary for compliance with new regulatory requirements and provide monthly forecasts and variance explanations for OSG G & A and applicable capital expenses.
  • Provide cost-effective recommendations and alternatives to company management and Engineering, Operations and Business Development staffs regarding air quality issues.
  • Interact with federal, state, local officials and industry trade associations.
  • This position is located in Houston, Texas.
Qualifications:
  • Bachelor’s degree in Engineering, Environmental, Science or related field. Advance degree and/or related professional certifications preferred.
  • Minimum of 10 years of experience with environmental regulations and permitting requirements within the oil and gas related industry.
  • Minimum of 5 years of progressive people leadership experience with focus on developing teams.
  • Strong communication (written and verbal), interpersonal, technical, and problem-solving skills, with the ability to effectively engage and influence stakeholders at all levels of the organization. Demonstrated leadership and collaboration skills to build strong relationships, support cross-functional teams, and work independently with minimal supervision while also taking direction, adhering to schedules, and maintaining attention to detail and professionalism.
  • Working knowledge of the Clean Air Act, State/Federal air regulations, Title V compliance requirements, source emission calculations using EPA procedures, air pollution control technologies, and dispersion modeling.
  • Strong working knowledge of industry applicability and regulatory requirements under the Clean Air Act (40 CFR 50 – 99), Air Pollution Controls (40 CFR 1000 – 1099), National Environmental Policy Act (40 CFR 1500 – 1599) required.  
  • Must have project management and multi-tasking skills.
  • Effective communications with Operations and senior management on complicated air compliance issues.
  • Must have experience and skills in presenting compliance rules, financials/budgets to a large groups and/or upper management.
  • Must be able to establish work priorities, organize work for timely completion and manage multiple projects simultaneously. Maintain a high degree of attention to detail.
  • Use knowledge and personal judgment to provide and safeguard confidential information. Maintain a high regard for confidential written and verbal communication.
  • Maintain a high regard for personal safety, the safety of company assets and employees, and the general public.
  • Must possess and maintain a valid driver’s license and a driving record satisfactory to the company and its insurers (for travel).
  • Travel is required for meetings and other commitments at additional company offices/facilities and other business purposes. Anticipated travel will be up to 15-20% away from the office; motor vehicle and air travel anticipated.
  • Availability for after-hours support when required.
  • Must be able to carry a company cell phone and respond as needed.
  • The successful candidate will be required to clear a drug screen and a complete background check, after an offer has been extended and prior to being employed.
