Director - Facilities Management

Description

The Director of Facilities Management is a senior leader responsible for ensuring a safe, reliable, compliant, resilient, and high-performing physical environment that supports exceptional patient care, clinical operations, employee safety, and the hospital’s strategic objectives. This position provides comprehensive oversight of Plant Operations, Clinical Engineering/Biomedical Services, Security and Access Control, Environmental Health & Safety (EH&S), Emergency Management, Sustainability, Life Safety, and other facility-related programs and services.

The Director leads the planning, development, maintenance, and continuous improvement of the hospital’s internal and external physical environment, including critical infrastructure and building systems. The position directs short- and long-term facilities strategies, capital planning and execution, regulatory readiness, preventive and corrective maintenance, emergency preparedness, workplace violence prevention, and environmental and occupational safety programs.

As a key member of the hospital’s leadership team, the Director partners with clinical, operational, medical staff, quality, finance, human resources, risk management, information technology, and executive leadership to ensure that facilities and infrastructure consistently support patient care and organizational priorities. The Director must demonstrate strong business and financial acumen, effectively balancing operational requirements, capital investments, staffing, regulatory obligations, and long-term asset management while maintaining fiscal responsibility.

Essential Functions and Responsibilities

Strategic Facilities Leadership

• Develop and execute a comprehensive facilities management strategy aligned with the hospital’s mission, strategic plan, growth objectives, and patient care priorities.
• Provide executive-level leadership for the hospital’s physical environment and facility infrastructure.
• Assess current and future infrastructure needs and develop long-range plans for facility modernization, capacity, reliability, resilience, and operational efficiency.
• Establish standards, policies, procedures, performance measures, and accountability systems for facilities-related operations.
• Maintain a proactive approach to identifying facility risks, infrastructure vulnerabilities, deferred maintenance, and opportunities for improvement.
• Serve as a strategic advisor to executive leadership regarding facility condition, infrastructure risk, capital priorities, regulatory requirements, and operational readiness.

Plant Operations & Infrastructure

• Oversee the safe, reliable, and efficient operation and maintenance of hospital buildings, grounds, utilities, mechanical systems, electrical systems, HVAC, plumbing, boilers, emergency power, life safety systems, building automation systems, and other critical infrastructure.
• Ensure effective preventive and predictive maintenance programs to maximize equipment reliability, minimize downtime, and extend asset life.
• Establish and monitor service standards, response times, preventive maintenance completion, equipment reliability, and other operational performance indicators.
• Ensure the physical environment consistently supports patient care, infection prevention, clinical operations, and staff safety.
• Coordinate facility shutdowns, utility interruptions, construction activities, and infrastructure projects to minimize disruption to patient care.

Environment of Care, Life Safety & Regulatory Compliance

• Provide leadership and accountability for the hospital’s Environment of Care and Life Safety programs.
• Maintain continuous readiness for Joint Commission, CMS, state, local, OSHA/TOSHA, NFPA, and other applicable regulatory and accreditation requirements.
• Ensure compliance with applicable Joint Commission Environment of Care and Life Safety standards, NFPA codes, OSHA/TOSHA requirements, and healthcare facility regulations.
• Oversee identification, correction, tracking, and documentation of deficiencies related to the physical environment and life safety.
• Maintain and update the Joint Commission Statement of Conditions (SOC) and associated documentation as required.
• Coordinate regulatory surveys, inspections, corrective action plans, and ongoing readiness activities.
• Develop and monitor facility-related policies, procedures, risk assessments, audits, and compliance programs.

Safety, Security & Emergency Management

• Provide leadership and oversight for Security, Access Control, Environmental Health & Safety, Emergency Management, workplace violence prevention, and related safety programs.
• Partner with clinical and administrative leadership to maintain a secure environment for patients, visitors, physicians, and employees.
• Ensure effective access control, security systems, emergency response protocols, and workplace violence prevention strategies.
• Oversee emergency preparedness and facility response capabilities for natural disasters, utility failures, security events, hazardous materials incidents, mass casualty events, and other emergencies.
• Participate in the hospital’s Emergency Management and Incident Command structures as assigned.
• Ensure facility operations are prepared to maintain essential services and critical patient care functions during emergencies and disruptions.

Clinical Engineering / Biomedical Services

• Provide strategic oversight of Clinical Engineering/Biomedical Services and ensure medical equipment management programs support safe and reliable patient care.
• Ensure preventive maintenance, inspection, testing, repair, documentation, and regulatory compliance for medical equipment.
• Partner with clinical departments and technology stakeholders regarding equipment lifecycle planning, replacement priorities, new technology implementation, and capital needs.
• Monitor vendor performance and ensure appropriate service levels for biomedical equipment.

Capital Planning & Construction

• Lead the development, prioritization, budgeting, and execution of the hospital’s annual and long-range Capital Program.
• Evaluate capital needs based on patient safety, regulatory compliance, infrastructure condition, operational requirements, strategic priorities, and return on investment.
• Oversee facility renovations, construction, infrastructure upgrades, equipment replacement, and other capital projects from planning through completion.
• Partner with architects, engineers, contractors, consultants, vendors, clinical leaders, and hospital stakeholders to ensure projects are delivered safely, efficiently, on schedule, and within approved budgets.
• Ensure construction and renovation activities comply with applicable healthcare, life safety, infection prevention, safety, and regulatory requirements.
• Establish appropriate project controls, documentation, reporting, and accountability for capital expenditures.

Financial & Business Management

• Develop and manage departmental operating and capital budgets with strong fiscal discipline and accountability.
• Monitor expenditures, labor costs, contracts, capital spending, and financial performance against approved budgets.
• Identify opportunities to reduce operating costs, improve productivity, increase energy efficiency, and optimize resource utilization without compromising safety or patient care.
• Develop business cases and financial analyses to support capital investments and infrastructure improvements.
• Ensure appropriate return on investment, total cost of ownership, lifecycle planning, and financial sustainability when evaluating facility and equipment investments.
• Effectively manage staffing resources, overtime, contracted services, supplies, and equipment expenditures.

Vendor & Contract Management

• Direct and monitor facility-related vendors, contractors, consultants, and service providers, including Biomedical/Clinical Engineering, Security, EH&S, construction, maintenance, and other contracted services.
• Ensure vendors meet contractual obligations, hospital policies, regulatory requirements, quality standards, safety expectations, and performance metrics.
• Lead contract evaluation, performance management, renewal recommendations, and corrective actions as appropriate.
• Ensure appropriate documentation, credentialing, insurance, safety compliance, and regulatory requirements for contractors working within the hospital.

Sustainability & Environmental Stewardship

• Provide leadership for sustainability and environmental stewardship initiatives.
• Identify opportunities to improve energy efficiency, utility management, waste reduction, resource conservation, and facility sustainability.
• Monitor utility consumption, facility performance, and sustainability metrics and develop initiatives that improve operational efficiency and reduce costs.
• Incorporate sustainability and lifecycle considerations into capital planning and facility management decisions.

Leadership & Organizational Development

• Recruit, develop, coach, and retain high-performing facilities and support services leaders and staff.
• Establish clear performance expectations, accountability, and professional development opportunities.
• Foster a culture of safety, service excellence, collaboration, continuous improvement, and regulatory readiness.
• Lead multidisciplinary teams and effectively coordinate multiple specialized departments operating simultaneously in a complex healthcare environment.
• Communicate effectively with executive leadership, physicians, clinical leaders, employees, contractors, regulatory agencies, and external stakeholders.
• Participate in hospital committees and leadership initiatives related to safety, Environment of Care, emergency management, capital planning, construction, security, and regulatory compliance.

Minimum Qualifications

Education

• Bachelor’s degree in Facilities Management, Engineering, Construction Management, Business Administration, Healthcare Administration, or a related field required.
• Degree in Mechanical, Electrical, or related MEP Engineering discipline strongly preferred.

Certification & Licensure

• Certified Healthcare Facility Manager (CHFM) preferred. 
• Certified Healthcare Operations Professional (CHOP-B) or comparable healthcare facilities certification preferred.
• Valid Tennessee Driver’s License required.

Experience

• Minimum of 10 years of progressive facilities management experience, including significant leadership responsibility within a hospital or complex healthcare environment. 
• Demonstrated experience at the Director or senior management level with responsibility for facilities operations, infrastructure, regulatory compliance, capital projects, and departmental budgets.
• Significant experience managing multiple specialized operational functions and multidisciplinary teams.
• Demonstrated experience with healthcare construction, renovation, capital planning, and facility infrastructure projects.
• Experience with Joint Commission, CMS, NFPA, OSHA/TOSHA, Life Safety, and Environment of Care requirements strongly preferred.

Knowledge, Skills & Abilities

• Extensive knowledge of healthcare facility operations, infrastructure, building systems, and critical utilities.
• Strong knowledge of Joint Commission Environment of Care and Life Safety standards, NFPA requirements, OSHA/TOSHA regulations, and applicable healthcare facility codes.
• Demonstrated knowledge of emergency preparedness, workplace violence prevention, physical security, and risk management.
• Strong understanding of healthcare construction, infection prevention considerations, facility shutdown procedures, and project management.
• Demonstrated financial acumen with experience managing operating and capital budgets.
• Exceptional leadership, communication, negotiation, organizational, and problem-solving skills.
• Ability to manage competing priorities and make sound decisions in a complex, high-risk healthcare environment.
• Ability to analyze facility data, identify trends, establish performance metrics, and implement measurable improvements.
• Proficiency with computerized maintenance management systems (CMMS), building automation systems (BAS), facility management technologies, and Microsoft Office applications.
• Demonstrated ability to work collaboratively with executive leadership, physicians, clinical teams, contractors, vendors, regulatory agencies, and community partners.
