Director, Facilities Randolph, Dorchester & Stoughton 40 Hour

Job Description:

Position Summary:

The Director of Facilities is responsible for the maintenance and operation of all facilities at the Simon C. Fireman Community (205 apartments), the Leyland Community (43 apartments), and Spruce Commons (96 apartments) including management and supervision of maintenance technicians and housekeeping staff. The Director of Facilities is responsible for managing all contractors, vendors and service companies providing services to Fireman, Leyland and Spruce Commons in connection with the maintenance and operation of the facilities, including ensuring high usage of minority and women owned businesses. The Director of Facilities is also responsible for setting and enforcing standards, policies, procedures, and schedules for the operation and maintenance of facilities at both communities. The Director of Facilities creates and manages to a budget and partners with other leadership staff to ensure the highest level of supports and services are provided to residents.

Responsibilities:

• Manage all Facilities Department staff including maintenance technicians and housekeeping staff: interviewing, hiring, training, supervising and evaluating all staff. Prepare monthly schedule and assign duties and work assignments;
• Ensure staff compliance with all safety rules and regulations, including federal, state and local codes or regulations
• Perform hands-on maintenance and repair work as required; direct and supervise maintenance technicians in the performance of maintenance and repair work
• Develop and oversee a preventative maintenance program for both communities including the building exterior and interior as well as all HVAC and other equipment
• Work with the Property Manager to track vacancies and prepare units for occupancy by completing renovation and repair in a timely manner
• Oversee the annual inspection of all apartments
• Manage all systems, track data, and implement programs to improve energy conservation, including using Wegowise to analyze utility usage.
• Prepare the facility for compliance with any and all inspections conducted by HUD (including REAC inspection), Commonwealth of Massachusetts, MassHousing, Town of Randolph or City of Boston, private insurance agencies and mortgage companies
• Manage all construction, repair and installation projects at the communities
• Prepare work specifications, requests for proposals and solicit at least three (3) competitive bids for routine construction work and other special projects
• Maintain the building and grounds in compliance with federal, state and local codes and laws; and ensure that all electrical, plumbing, heating and cooling systems, etc. are in good working order, meet current code requirements and free from hazards
• Ensure that the fire alarm, fire protection system, emergency generator systems, and fire extinguishers are all in good working order and that tests on fire alarm, emergency generator and other systems are performed as per established schedule and the required records of test results are being kept
• Develop an annual capital plan and budget with the Executive Director, Director of Finance and HSL VP of Real Estate. Engage in process of obtaining a capital needs assessment; understand and manage to the plan
• Develop an annual operating budget for the Facilities Department with the Executive Director and Director of Finance; monitor and control monthly expenses; track and understand variances
• Update the Emergency Preparedness Plan on an annual basis and train all staff
• Maintain professional growth and development through seminars, workshops, and professional affiliations
• Provide phone support to on call staff; provide on-site emergency response/support if needed.
• Perform other responsibilities, as may be required, and as directed by the Executive Director

Qualifications:

• Excellent knowledge, background and experience in all building trades, building construction, building and grounds maintenance
• Working knowledge of facility cleaning/housekeeping procedures and standards
• High School diploma or equivalent required. Associates or Bachelor's degree in Facilities Management, Building Construction, Engineering or related field and/or professional training/certification and licensing preferred
• 3-5 years management/supervisory experience in facilities/plant management
• Excellent organizational, verbal and written communication skills
• Skills using Microsoft Word, Excel, and Outlook to prepare budget and other reports, respond to email and schedule appointments
• Budget creation and budget management experience
• Ability to positively interact with personnel, customers, family members, visitors, vendors, government agencies and the general public.
• Knowledge of OSHA and other safety guidelines

Physical Requirements:

• Ability to lift 50 pounds, stand for extended periods of time and climb ladders
