    The Director, Facility Security Officer (FSO) provides strategic leadership and operational oversight for the company's Industrial Security Program, ensuring full compliance with the National Industrial Security Program (NISP), 32 CFR Part 117 (NISPOM), applicable Intelligence Community Directives, DoD regulations, customer security requirements, and company policies.

    As the designated Facility Security Officer and Key Management Personnel (KMP), the Director serves as the primary liaison with the Defense Counterintelligence and Security Agency (DCSA), customer security organizations, and other government agencies. The Director is responsible for safeguarding classified information, protecting company personnel and assets, maintaining the company's Facility Clearance (FCL), and leading a comprehensive security program that supports business growth while maintaining exceptional compliance.

    This position serves as the senior security advisor to executive leadership and partners across Legal, Human Resources, Information Technology, Contracts, Program Management, Facilities, and Corporate Leadership to ensure security requirements are integrated throughout the business.

    Key Responsibilities

    Industrial Security Leadership

    • Lead and continuously improve the company's Industrial Security Program in accordance with NISPOM (32 CFR Part 117), DCSA guidance, DD254 requirements, customer directives, and contractual obligations.
    • Maintain the company's Facility Clearance (FCL) and ensure continued eligibility through timely reporting, sponsorships, and change notifications.
    • Serve as the primary interface with DCSA Industrial Security Representatives (ISR), government customers, and other security authorities.
    • Develop and implement security policies, procedures, and standard operating instructions that support both compliance and operational effectiveness.
    • Provide strategic guidance to executive leadership regarding security risks, regulatory changes, and emerging threats.

    Personnel Security

    • Oversee all personnel security activities including security clearance processing, investigations, reinvestigations, Continuous Vetting requirements, visit certifications, and access authorizations.
    • Administer personnel security programs using DISS, NBIS, NISS, and other government security systems.
    • Maintain accurate records of cleared personnel and access eligibility.
    • Conduct initial, annual, special, and termination security briefings and debriefings.
    • Advise leadership and employees on clearance eligibility, reporting requirements, and adjudicative guidelines.

    Classified Information Management

    • Direct all aspects of classified material control, including receipt, storage, transmission, reproduction, accountability, destruction, and inventory.
    • Ensure compliance with safeguarding requirements for classified information and controlled unclassified information.
    • Oversee Open Storage Areas (OSAs), secure facilities, GSA-approved containers, alarm systems, IDS, access controls, and secure communications.
    • Manage COMSEC accounts and associated accountability when applicable.
    • Ensure proper documentation including destruction certificates, courier authorizations, access logs, and classified inventories.

    Physical Security

    • Oversee physical security operations for cleared facilities, secure spaces, and classified processing environments.
    • Ensure compliance with physical protection standards, including access control systems, visitor management, alarm monitoring, and emergency response procedures.
    • Coordinate security requirements with Facilities, IT, and external vendors.
    • Support SCIF, SAPF, or other special access environments as required.

    Insider Threat Program

    • Lead or serve as the Insider Threat Program Senior Official (ITPSO), as designated.
    • Develop, implement, and maintain a comprehensive Insider Threat Program compliant with NISPOM requirements.
    • Coordinate multidisciplinary reporting, investigations, and mitigation activities.
    • Deliver annual Insider Threat awareness training and maintain compliance documentation.

    Security Education & Awareness

    • Develop and execute comprehensive security education, awareness, and training programs for cleared and uncleared personnel.
    • Conduct recurring training covering classified information handling, operational security (OPSEC), insider threat, counterintelligence awareness, reporting requirements, cyber awareness, and emerging threats.
    • Promote a strong culture of security throughout the organization.

    Compliance & Government Relations

    • Prepare for and lead DCSA Security Reviews, customer inspections, and compliance audits.
    • Conduct required self-inspections, document findings, implement corrective actions, and monitor continuous improvement initiatives.
    • Submit required reports and notifications through DISS, NISS, NBIS, and other government systems.
    • Maintain strong working relationships with government security officials, contracting officers, and customer representatives.

    Contract & Program Security

    • Support proposal development, contract startup, DD254 reviews, and contract closeout activities.
    • Review contractual security requirements and ensure implementation across programs.
    • Coordinate with Contracts, Program Management, and Business Development on security requirements supporting new business opportunities.
    • Ensure subcontractor compliance with applicable security requirements.

    Cross-Functional Leadership

    • Partner with Information Technology, Cybersecurity, Legal, Human Resources, Contracts, Facilities, and Program Management to integrate security across the enterprise.
    • Support investigations involving security incidents, unauthorized disclosures, insider threat concerns, and reportable events.
    • Provide executive-level reporting regarding security posture, compliance metrics, program risks, and continuous improvement initiatives.
    • Build a culture that balances mission success with rigorous regulatory compliance.
