EDUCATION AND EXPERIENCE:
Bachelor's Degree from an accredited four-year college or university
Minimum five years of progressively responsible experience in facilities management for large complex facilities; Or equivalent combination of education and experience
Experience supervising multi-trade technical personnel and front-line supervisors
Experience emphasizing maintenance and operations over construction
LICENSE:
Master license in HVAC, Plumbing, or Electrical Trades issued by Texas Department of Licensing & Regulation (TDLR)
High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.
PRIMARY PURPOSE SUMMARY:
Direct and manage all district-wide facilities maintenance functions to ensure safe, efficient, and well-maintained learning and working environments for students and staff. Provides leadership for maintenance personnel, oversees complex building systems, ensures regulatory compliance, and exercises fiscal stewardship of district resources in support of NEISD instructional operations
ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:
Facilities Operations & Maintenance Management
Plan, direct, and oversee all maintenance, repair, modification, and operational activities for district facilities and installed equipment.
Ensure facilities provide a safe, secure, and appropriate environment for students and staff.
Approve or disapprove maintenance work performed by in-house staff within delegated authority; recommend contracted services when appropriate.
Validate and prioritize infrastructure and facility needs to ensure alignment with instructional priorities and district resources.
Review and evaluate system layouts, equipment performance, reliability, lifecycle considerations, and ease of maintenance.
Preventive Maintenance & Asset Management
Establish, monitor, and ensure effective preventive and predictive maintenance programs for all critical building systems.
Forecast infrastructure needs and equipment obsolescence using maintenance data, condition assessments, and industry best practices.
Develop contingency plans and temporary service solutions to maintain operations during system failures, emergencies, or extraordinary events.
Leadership & Workforce Management
Establish performance standards, accountability measures, and productivity expectations.
Conduct supervisory meetings to assess workload, staffing levels, scheduling, service backlogs, and performance outcomes.
Evaluate workforce productivity and implement continuous improvement initiatives.
Implement corrective actions, coaching, training, and performance improvement plans as necessary.
Orient and train new supervisory staff in district procedures, policies, and expectations.
Develop and maintain a multi-year training and certification plan for maintenance personnel.
Financial Management & Resource Control
Develop, justify, and administer the annual maintenance operating budget.
Monitor departmental expenditures on an ongoing basis and implement cost-effective strategies while maintaining service quality.
Ensure appropriate financial controls, cost accounting, and inventory management practices are in place.
Review labor reports, material usage, excess stock, and documentation to ensure accuracy and proper cost allocation.
Analyze reports and trends related to labor utilization, materials, and operational efficiency.
Purchasing, Contracts & Vendor Coordination
Coordinate with the Purchasing Department to support bids, contracts, and procurement of maintenance materials and services.
Reconcile material purchases, receipts, and charges to ensure fiscal accountability.
Research new products, services, technologies, and regulatory changes to improve maintenance operations.
Safety, Compliance & Inspections
Ensure strict enforcement of district safety, health, and security policies and procedures.
Ensure required permits, licenses, inspections, and certifications are obtained and maintained as required by law.
Conduct site visits to verify safety compliance, proper work methods, adequate staffing, and quality of workmanship.
Data, Reporting & Technology
27.Review management indicators and operational data to identify trends and implement corrective actions.
Maintain confidentiality of district information.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; sit; use hands to finger, handle, or feel; and reach with hands and arms. The employee is occasionally required to walk. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The employee must frequently drive personal vehicle in the performance of assigned tasks.
WORK ENVIRONMENT:
While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts; fumes or airborne particles and outside weather conditions and risk of electrical shock. The noise level in the work environment is usually quiet.
