This position is eligible for teleworking, which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

Position Objective:

This position is responsible for leading the Office that provides critical financial and management support to New York City Transit (NYCT) and MTA Bus. The Director plays a key role in making sure that these operating agencies have the resources they need to achieve their mission within existing financial constraints. The Director and his/her staff work closely with senior leadership at the operating agencies and Agency Financial Liaison to develop and manage a budget and financial plan that is based on reasonable assumptions. The position is responsible for monitoring financial performance and developing corrective action plans, when necessary. The Director collaborates with the Office of Management and Budget and operating agency staff on projects designed to identify creative solutions to challenges. A particular focus is placed on identifying ways for the agencies to operate as efficiently and cost-effectively as possible. Areas of strategic focus include workforce planning, overtime management, contractual spending oversight, and revenue analysis. An important role of the Director is to ensure that operating agencies employ responsible financial practices that are consistent with the MTA standards. He/she must fully integrate the operating agencies as partners in the development and management of the MTA Financial Plan.

Responsibilities:

  • This position is responsible for the development of NYCT, MTA Bus and SIRTOA financial plans that are consistent with established targets and guidelines. Analyzes all proposed changes to assure financial plan remains balanced
  • This position is responsible for directing and completing the monthly, quarterly, and year-end analysis and reporting of revenues, expenses, and cash to the MTA Board as well as producing quarterly BRP reporting, 17A, 18B, and other performance metrics.
  • This position is responsible for analyzing monthly financial results and trends to identify risks and opportunities to the financial plan. Provides direction to Senior Staff / Departments in regard to the magnitude of the risks and advice on how to mitigate. This includes the development of numerous analyses, including labor, operational, budget, and revenue, amongst others.
  • This position is responsible for conducting ridership and revenue analysis and forecasting. It supports the analysis and development of fare policy proposals.
  • This position is responsible for providing financial support to the operating agencies and for conducting strategic analysis at their request or at the request of MTA leadership.
  • This position is responsible for working with operating agency staff to conduct workforce planning and develop hiring plans and overtime management.
  • This position is responsible for presenting financial information to external auditors, senior MTA leadership, Board members, other State & Federal Agencies, and the investor community, as necessary
  • This position is responsible for understanding the provisions of collective bargaining agreements and their impact on expenses.
  • This position is responsible for maintaining an environment founded on integrity and collaboration, encouraging staff creativity, providing leadership, guidance, opportunities for professional development, and cultivating a succession plan.
  • Performs other duties as assigned

Required Qualifications:

Required Knowledge/Skills/Abilities:

  • Extensive knowledge of financial planning, analysis, forecasting, and budgetary control techniques
  • Demonstrated analytical capabilities and quantitative skills
  • Strong written and verbal skills
  • Knowledge of the MTA organization and the financial structure of the MTA and the constituent Agencies
  • Knowledge of State and local government financial and political processes, including knowledge of government taxation and subsidy funding as they relate to sustaining MTA operations
  • Demonstrated leadership, personnel management and project management skills
  • Demonstrated strategic goal setting, problem solving and analytical skills with the ability to identify technical and non-technical problems and evaluate alternative solutions
  • Demonstrated ability to exercise a high level of independent judgment and decision making
  • Demonstrated ability to communicate and interact well with internal and external stakeholders
  • Ability to build consensus with all stakeholders
  • Excellent ability to operate effectively in high-pressure situations; must be flexible and adaptive to change
  • Proficiency in Microsoft Office Suite

Required Education and Experience:

  • Bachelor's Degree in Arts/Sciences (BA/BS) from an accredited university or college, with a preferred concentration in Business, Finance, Economics, Public Administration, Public Policy Analysis, or related field.
  • Minimum 10 years of progressively responsible business and related management in Financial or Economic Analysis and/or Budgeting.
  • Minimum 4 years in a department head and/or managerial and/or project manager role in a large, multi-faceted, fast-paced organization or governmental body

Preferred Education and Experience:

  • Master's degree in Arts/Sciences (MA/MS) in a related field
  • Familiarity with MTA's policies and procedures
  • Familiarity with the MTA's collective bargaining procedures
  • Experience with Hyperion Budget and Financial Planning or equivalent
  • Experience with PeopleSoft Financials and Supply Chain Management
