Metropolitan Transportation Services (MTS) provides public transit service through contracts or partnerships with counties, delivering six major programs: Metro Mobility/ADA, Transit Link dial-a-ride, Metro Move, Metro micro, contracted regular-route bus service, and Metro Vanpool. The Council's Contracted Transit Services programs account for the second largest transit system in the state behind only Metro Transit. Metro Mobility is one of the largest ADA complementary paratransit programs in the country.

How your work would contribute to our organization and the Twin Cities region:

The Director, Fleet and Systems provides strategic leadership and direction for business systems, fleet and asset management, onboard technology, and contracting support functions supporting Metropolitan Transportation Services (MTS) contracted transit operations. Reporting to the Executive Director, Metropolitan Transportation Services, the position ensures operational support systems, technology platforms, fleet assets, and contracting processes are aligned to support efficient, compliant, and high-performing service delivery. As a member of the MTS leadership team, the Director represents MTS in enterprise initiatives and integrates multiple business functions into a cohesive operational support structure for contracted transit services.

This position is eligible for a hybrid (remote and in-office) telework arrangement. Candidates permanent residence must be in Minnesota or Wisconsin.

What you would do in this job

  • Fleet and Asset Management Leadership- Directs fleet and lifecycle management strategies including bus and technology procurement, replacement, utilization, maintenance, repair, and disposal.
  • Business Systems and Data Strategy- establishes strategic direction for business systems, data, and performance reporting supporting contracted transit services. Oversees development, integration, and maintenance of data and reporting systems supporting service delivery, reporting, compliance, and decision-making.
  • Enterprise Coordination and Governance- Represents MTS as a peer to shared services directors in enterprise initiatives, including ERP implementation, technology governance committees, and asset management programs
  • Technology Systems Oversight- Provides strategic oversight of on-board technology systems across contracted fleets, including communications, fare collection interfaces, and performance monitoring tools. Ensures integration between vehicle-based systems and enterprise platforms.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of progressively responsible experience in business systems, fleet or asset management, technology systems, transportation operations, procurement, contract administration, or related functions including at least five (5) years of management experience directing professional and managerial staff and completed education in business administration, public administration, information systems, transportation, engineering, finance, or a related field:

  • High school diploma/GED and thirteen (13) years of experience including at least five (5) years of management experience directing professional and managerial staff.
  • Associate degree and eleven (11) years of experience including at least five (5) years of management experience directing professional and managerial staff.
  • Bachelors degree or higher and nine (9) years of experience including at least five (5) years of management experience directing professional and managerial staff.

What additional skills and experience would be helpful in this job (desired qualifications):

  • Experience in public transit or contracted transit service delivery.
  • Knowledge of Federal Transit Administration (FTA) requirements, including asset management, procurement, and reporting requirements.
  • Experience leading enterprise-wide business systems, technology, or asset management initiatives.
