Brief Job Description
The Director of the Health and Human Services (HHS) Information Technology (IT) Core Services Division is selected by and accountable to the Director of the HHS IT System Services Division. This position performs advanced senior-level managerial work overseeing enterprise core infrastructure services, strategic planning, operations, policy development, service performance, budgets, contracts, and modernization initiatives.
The Director is responsible for the planning, governance, operation, security, modernization, and continuous improvement of enterprise infrastructure services supporting approximately 50,000 HHS System end users across HHSC and partner agencies. The role is accountable for availability, reliability, performance, compliance, and resilience of foundational platforms that support agency operations and services to Texans, including but is not limited to:

Essential Job Functions (EJFs)
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Executive Leadership and Infrastructure Operations
Directs and oversees all functions of the HHS IT Core Services Division, including strategic objectives, operational plans, service delivery models, and modernization initiatives aligned to HHSC business priorities.
Provides leadership to ensure continuity of service delivery, operational stability, system reliability, customer satisfaction, and infrastructure resiliency across enterprise technology platforms.
Establishes performance measures, operational metrics, standards, and service level objectives to evaluate infrastructure operations and ensure compliance with legal, regulatory, agency, and technology requirements.
Infrastructure Modernization and Strategic Planning
Develops and executes multi-year roadmaps for infrastructure modernization, Microsoft platform transformation, identity services, endpoint management, virtualization, storage, automation, and operational intelligence.
Partners with System Services leadership, the HHS IT CTO, CISO, PMO, and executive stakeholders to align technology investments, architecture strategies, and modernization roadmaps with agency objectives.
Service Delivery and Customer Engagement
Leads efficient, effective, and customer-focused infrastructure operations for HHSC customers.
Advises, consults, and negotiates with customers and stakeholders regarding infrastructure service delivery, operational issues, service performance, modernization efforts, and technology needs.
Coordinates with HHS departments, partner agencies, managed service vendors, service providers, program areas, and IT points of contact to support reliable operation of in-scope core services and excellent customer service.
Security, Compliance, and Risk Management
Provides executive oversight for infrastructure security, vulnerability remediation, identity governance, endpoint security, encryption, compliance, disaster recovery, business continuity, audits, and risk reduction initiatives.
Workforce Development and Operational Management
Directs managers, supervisors, technical leads, project managers, staff, and contractors supporting Core Services operations, including workforce planning, hiring, succession planning, performance management, professional development, mentoring, disciplinary recommendations, and organizational effectiveness.
Promotes operational excellence, innovation, accountability, collaboration, and customer service.
Vendor, Budget, and Contract Management
Develops and manages divisional budgets, forecasts resource needs, and ensures compliance with HHSC financial controls, procurement standards, and stewardship expectations.
Directs contract management, vendor performance reviews, RFP development, solicitation evaluation, service provider governance, technology procurement, and reporting on service levels, metrics, staffing, and funding requirements.

Initial Screening Criteria
Graduate or post-graduate degree with major course work in Math, Science, or Computer Science or a related field.
At least 10 years of experience leading IT teams in lieu of education would be acceptable.
