Summary
This position provides leadership in the organization or functional area and is primarily engaged in management activities that establish the direction of a department, function, or project. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs.
Scope
This position is responsible for the financial management of an office, business unit, or corporate financial function and oversees a group of financial analysts. This role requires the ability to implement important organizational initiatives through strategic thinking, innovation, and cross-functional knowledge. This position typically provides services in direct support of a company executive(s). This role is responsible for the documentation of processes and implementation of performance metrics that result in measurable improvement.
Principal Job Duties & Responsibilities
+ Ensure that all operations in the unit are receiving the required level of cost-effective financial support and that financial reporting is reporting is consistent and compliant with national and local regulations and requirements
+ Interface with other groups inside and outside the organization, senior management, other locations, clients, and auditors
+ Contribute to the financial strategies and control of internal and external customers
+ Manage significant projects through entire lifecycle as needed by executive management
+ Provide direction, training, and evaluation to a staff of financial analysts to meet financial and nonfinancial performance targets
+ Develop, establish, and continuously improve financial procedures and reporting for internal and external customers; recommend exceptions to policies and procedures in accordance with overall company decision criteria
+ Respond to questions regarding finance and accounting issues by possessing an expert understanding of finance and accounting activities and the transactions that form the basis of financial results
+ Prepare and present financial information in appropriate format to departmental and executive management
+ Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities ,and timely performance feedback
+ Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations
+ Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action
+ Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines
+ Maintain compliance with all applicable policies, procedures, and global standards
+ Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
+ Effectively develop and apply the Core Skills to the job
+ May need to travel to attend to business related matters
+ Meet expectations on attendance and punctuality

Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and sixteen (16) years of work-related experience or a combination of education and directly related experience equal to twenty (20) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner

+ Keep apprised of changes in governmental, professional, and internal reporting requirements, accounting principles and standards through analysis of published materials, attendance at professional meetings and seminars, and discussions with corporate-wide financial professionals.
+ Lead the preparation, review, and timely submission of the annual Forward Pricing Rate Proposals (FPRPs) and Final Indirect Cost Rate Proposals (FICRP) in accordance with the Federal Acquisition Regulation (FAR) and the Cost Accounting Standards (CAS).
+ Develop and manage indirect rate structures across multiple CAS segments, including fringe, overhead, and General & Administrative (G&A).
+ Perform root-cause variance analyses by comparing prior indirect rate forecasts to actual indirect rates and historical trends.
+ Maintain compliance with CAS disclosure statements established cost accounting practices.
+ Collaborate with other departments regularly, such as Estimating, Business Development, and Financial Planning and Analysis, concerning indirect rate development.
+ Contribute to the development and/or maintenance of internal controls and written practices relative to indirect rate compliance with the Federal Acquisition Regulation (FAR), the Cost Accounting Standards (CAS), the Defense FAR Supplement (DFARS), other agency FAR supplements, as applicable, and Truthful Cost or Pricing Data
+ Coordinate cost accounting practice changes with CAS compliance lead and other departments as necessary
+ Participate in contract proposal teams regarding indirect rates, compliance with CAS and disclosed cost accounting practices, basis of estimate development, and cost volume reviews
+ Provide managerial oversight, mentorship, and work prioritization for a team of pricing analysts.

Preferred Qualifications
+ Working knowledge of the Federal Acquisition Regulation (FAR), the Cost Accounting Standards (CAS), the Defense FAR Supplement (DFARS), and other agency FAR supplements, as applicable
+ Experience working in coordination with the Defense Contract Audit Agency (DCAA) and/or the Defense Contract Management Agency (DCMA)
+ Experience working in Deltek Costpoint, SAP, and/or CCH Tagetik
+ Advanced degree (MBA) or global equivalent preferred or equivalent business experience in an Engineering and Construction environment
+ Sixteen (16) years of related finance or equivalent business experience
+ Four (4) years of management and/or supervisory experience
+ Demonstrated excellent interpersonal and communication skills
+ Demonstrated strong leadership and decision-making skills
+ Ability to deliver timely and accurate information
+ Ability to lead staff, while also building rapport with peers, operational management, and company executives
+ Knowledge of international policies and procedures
+ Ten (10) years of combined experience related to indirect rate development and/or compliance with the following:

Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
