Brief Job Description:

Lead transformative contract oversight and strategic operations that strengthen services for children and vulnerable adults, directly supporting the DFPS mission of building on the strengths of families and communities to keep children and vulnerable adults safe so they thrive. This dynamic senior leadership position provides strategic direction for the Contract Oversight and Support Division, guiding complex contracting support services, policy development, training, technical assistance, data analytics, reporting, quality assurance, and continuous process improvement. The position drives organizational excellence by establishing goals, evaluating performance, developing procedures, overseeing budgets, monitoring compliance, and advancing effective contract management practices. The role collaborates with internal and external stakeholders, oversees mandated reporting activities, supports agency strategic planning efforts, and promotes positive contracting outcomes. This influential position requires exceptional leadership, sound judgment, strong communication skills, and the ability to direct diverse, highly complex business functions while fostering accountability, innovation, and high-quality results.

Essential Job Functions (EJFs):

Provide strategic leadership for division operations and contracting support programs. Direct planning, implementation, coordination, and evaluation of multiple contracting support service teams with diverse and highly complex responsibilities, ensuring alignment with organizational goals and positive contracting outcomes for children and adults.

Oversee program performance, compliance, and continuous improvement efforts. Develop, implement, and monitor policies, procedures, standards, measurement tools, and improvement strategies while evaluating program activities and supporting effective resource management.

Direct budget planning, fiscal oversight, and reporting activities. Review and approve expenditures, monitor budget performance, oversee required reports and analyses, and ensure funding and reporting requirements are met.

Represent the organization and coordinate with key stakeholders. Participate in business meetings, committees, conferences, and cross-agency collaborations while supporting procurement, contracting, and strategic planning initiatives.

Lead and develop division staff and management teams. Provide leadership, technical guidance, workforce development, performance management, team building, and day-to-day supervision to support productivity, quality, and organizational objectives.

Performs related work as assigned.

Knowledge, Skills, and Abilities (KSAs):

  • Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions.
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge of federal and state laws relating to contract management.
  • Knowledge of federal and state laws relating to purchasing.
  • Skill in establishing plans and setting objectives and goals that support an overall business strategy.
  • Skill in working with other DFPS program leadership in resolving issues.
  • Ability to direct and organize program activities and/or business functions.
  • Ability to establish goals and objectives that support the strategic plan.
  • Ability to identify problems, evaluate alternatives, and implement effective solutions.
  • Ability to develop and evaluate policies and procedures.
  • Ability to prepare reports.
  • Ability to communicate effectively.
  • Ability to supervise and direct the work of others.

Registrations, Licensure Requirements, or Certifications:

Certified Texas Contract Manager (CTCM) within 18 months of hire, and Certified Texas Contract Developer (CTCD) within 24 months of hire.

Initial Selection Criteria:

  • Four Years Experience in the management and direction of contract management or contract oversight.
  • Experience and education may be substituted for one another.

Preferred Criteria:

  • Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment is generally preferred.
