    Job Description

    Responsible for the oversight and operation of laboratory services. Accountable to lead, plan, implement, and direct programs and processes that assure high quality and cost effective services to meet the expectations of patients and referring physicians. Accountable for collaboration of laboratory services with other health system departments.

    Essential Job Function:

    • Creates and ensures an environment conducive to strong employee engagement and positive employee retention through effective team building, communication, employee feedback, and engagement of employees in departmental decisions.

    • Employee engagement meets targeted scores.

    • Develops, implements, and monitors operating and capital budgets to ensure laboratory service is cost effective and delivers quality results.

    • Cost per procedure is at or below budgeted cost.

    • Uses organizational benchmarking tools to measure performance and productivity to meet designated standards.

    • Ensures compliance with all regulatory standards including Clinical Laboratory Improvement Amendment (CLIA), College of American Pathologists (CAP), The Joint Commission (TJC), Food and Drug Administration (FDA), OSHA, and other regulatory agencies as applies to the laboratory.

    • Maintains current knowledge of regulatory standards.

    • Active participant in accreditation surveys.

    • Evaluates laboratory vendors and contracts for supplies and instrumentation to maintain state of the art quality outcomes.

    • Ensures appropriate inventory system.

    • Oversees and directs the operations of the laboratory.

    • Provides oversight of the Quality Management program for the laboratory.

    • Establishes and ensures quality laboratory services with respect to patient care, support of clinicians, technical quality, employee training and competency, proficiency testing and patient reporting.

    • Creates action plans to address deficiencies as required.

    • Ensures a high level of patient satisfaction meeting hospital and departmental targets.

    • Oversees Human Resource policies and procedures and the functions of hiring, training, competency, coaching and counseling.

    • Ensures ongoing staff development.

    • Ensures employee turnover rate at or below budgeted standards.

    • Serves as liaison to clinicians, nursing, administration, other hospital departments and clients.

    • Communicates and collaborates effectively in multi-disciplinary committees, task forces, and breakthrough groups to improve processes and services.

    Education:

    • Required: Bachelor's Degree in Medical Technology, Clinical Laboratory Science, or Chemical, Physical, or Biological Science.

    • Bachelor's Degree diploma must be provided.

    • Or Bachelor's Degree in another field with a minimum of 60 semester hours specifically including, 6 hours of chemistry, 6 hours of biology and 12 additional hours in any combination of Chemistry, Biology, or Medical Laboratory Technology.

    • Transcript with degree indicated must be provided and evaluated prior to offer.

    • Preferred: Master's Degree in Healthcare Administration, Business Administration, or related field.

    Experience:

    • Required: Five years of experience in a high complexity laboratory.

    • Two years of experience in a leadership (management) position.

    • Preferred: Six or more years of experience in a high complexity laboratory and leadership (management) position.

    Licensure/Certification/Listing:

    • Required: ASCP (American Society of Clinical Pathologists) certification or equivalent certification by NCA (National Certification Agency), AMT (American Medical Technologist), or HEW (Health, Education, & Welfare).
