Who we are and what we do:

The Tennessee Department of Correction operates and oversees 14 adult prisons across the state, housing some 21,000 offenders. In the community, TDOC supervises 79,000 offenders on probation, parole, or community corrections. The department operates 44 probation/parole offices in 13 districts across the state.

How you make a difference in this role:

The Director of Asset Management is responsible for establishing, implementing, and overseeing a comprehensive property management program for the Tennessee Department of Correction (TDOC). This role serves as the Departments central authority for asset accountability, ensuring continuous control, audit readiness, and lifecycle management of all state property within the Department.

Job Overview:

This is a working leadership role and is expected to both lead and develop the Departments asset management professionals across the state while also supporting hands-on execution of the Departments Central Office property functions, as needed.

The position supervises Central Office asset management staff and works closely with decentralized staff including leadership, procurement, fiscal, and operational stakeholders to ensure compliance with applicable laws, policies, and governing authorities.

Key Responsibilities:

  • Program Governance, Policy Implementation & SOP Development:

  • Implement and maintain a department-wide asset management program aligned with TDOC policy, F & A requirements, DGS procedures, and Comptroller guidance

  • Translate governing authority into clear, enforceable operational practices

  • Develop, maintain, and update TDOC property policies

  • Ensure SOPs align with higher-level governing authorities without duplication and clearly relay timelines, documentation requirements, and control mechanisms

  • Continuously refine program structure and procedures based on operational needs, audit results, and identified risks

  • Asset Accountability & Lifecycle Control:

  • Establish and enforce controls to ensure continuous accountability of all state property from receipt through final disposition

  • Ensure property is properly identified, recorded, assigned custody, and tracked throughout its lifecycle

  • Oversee lifecycle processes including receipt, custody assignment, movement, inventory, and disposition

  • Ensure assets are not placed into service, transferred, or disposed of without required documentation and authorization

  • System Governance & Data Integrity (Edison):

  • Serve as the functional lead for asset management and data integrity within the system of record (currently Edison)

  • Identify systemic data issues and implement corrective measures

  • Coordinate with procurement and fiscal functions to ensure proper asset classification and recording

  • Oversight, Audit, and Compliance:

  • Maintain a continuous audit-ready posture across all TDOC property accounts

  • Lead or support audits, inspections, and reviews conducted by internal and external entities

  • Provide oversight of site-level property management activities and ensure compliance with applicable laws and governing authorities

  • Review discrepancies, losses, and irregularities and ensure appropriate corrective action is taken

  • Risk Management & Corrective Action:

  • Identify systemic weaknesses in property accountability and control

  • Direct corrective actions and validate implementation across work sites

  • Escalate unresolved or systemic issues through the appropriate leadership chain

  • Recommend additional inventories, audits, or control measures based on risk

  • Reporting & Executive Support:

  • Prepare reports and analysis for Finance Division leadership to support decision-making

  • Provide insight into trends, risks, and areas requiring additional oversight

  • Support strategic planning related to asset management and resource allocation

  • Direct Operations & Team Leadership:

  • Supervise asset management personnel, including the Mobile Devices Asset Manager

  • Provide direction, training, and performance management

  • Oversee and support Central Office property management activities

  • Assist with physical inventory, asset movement, and reconciliation as needed

  • Ensure continuity of operations in the absence of dedicated staff resources

  • Support future development of the asset management function, including staffing and organizational design

Minimum Qualifications:

  • Bachelor''s degree in business administration, logistics, supply chain management, public administration, or a related field; relevant professional experience may substitute for the required education on a year-for-year basis, provided such experience demonstrates progressively responsible work in asset management, property management, logistics, or a related field;

  • Five (5) or more years of experience in asset management, property management, logistics, or a related field, including experience with accountability systems, inventory control, or asset lifecycle management; and experience developing, implementing, or enforcing policies, procedures, or internal controls

Preferred Qualifications:

  • Experience in public sector or highly regulated environments

  • Experience managing multi-site or decentralized operations

  • Experience supporting audits or compliance reviews

  • Experience with asset management systems (Edison or similar)

  • Experience leading process improvement or system implementation efforts
