DIRECTOR
OF
BUILDINGS
AND
GROUNDS
Statement
of
Job:
The
Director
of
Buildings
and
Grounds
is
directly
responsible
to
the
School
Business
Administrator
and
the
Superintendent
of
Schools.
He/She
has
the
responsibility
of
organizing
and
supervising
an
effective
program
for
the
physical
plant,
construction,
maintenance,
repair
and
cleanliness
of
all
school
facilities
and
associated
grounds,
which
are
under
the
operational
control
of
the
Hillsborough
Township
Board
of
Education.
The
Director
of
Buildings
and
Grounds
will
coordinate,
supervise
and
direct
all
construction
projects
throughout
the
district
in
conjunction
with
the
School
Business
Administrator
to
ensure
fiscal
allocations
of
funding
for
projects.
Qualifications:
A
minimum
of
at
least
three
(3)
years
of
related
work
experience
in
supervision
of
physical
plants
and
large
buildings,
preferably
in
a
school
district.
The
Director
of
Buildings
and
Grounds
must
possess
a
NJ
Educational
Facility
Management
Program
Certificate
or
willingness
to
obtain
one
within
two
years.
The
candidate
must
be
able
to
demonstrate
knowledge
of
school
architecture,
construction,
facilities
maintenance
and
planning,
engineering
plant
operation
and
governmental
regulations.
A
background
in
engineering
is
preferred,
but
not
required.
Bachelor's
degree
preferred.
Duties
and
Responsibilities:
A.
Supervise
the
design
and
implementation
of
procedures
for
the
coordination
of
routine
maintenance,
repair,
and
cleaning
of
all
district
buildings
and
facilities.
B.
Serve
as
the
direct
line
between
central
administration
and
building
principals
to
ensure
proper
coordination
and
communication
of
construction
and
maintenance
projects
throughout
the
district.
C.
Perform
routine
inspection
and
evaluations
of
all
district
facilities.
D.
Oversee
the
recruitment,
employment,
assignment,
scheduling,
transfer,
promotion
and
evaluation
of
all
maintenance,
grounds,
custodial
and
office
staff.
E.
Coordinate
the
development
of
programs
for
maintaining
regular
service
on
all
equipment
in
the
district
such
as
boilers,
fans,
blowers,
door
checks,
heating,
and
ventilating
units,
etc.
and
monitor
to
ensure
compliance.

F.
Coordinate
and
provide
staff
development
training
for
all
maintenance,
custodial
and
grounds
staff.
G.
Prepare
the
district's
annual
construction,
custodial,
repair
and
maintenance
budget.
H.
Maintain
an
ongoing
inventory
of
all
equipment
and
supplies
being
used
in
the
district.
I.
Oversee
the
ordering
and
evaluation
of
custodial
&
maintenance
supplies
and
equipment.
J.
Prepare
the
specification
for
projects
and
equipment
to
be
purchased
along
with
all
the
necessary
information.
K.
Ensure
district
compliance
with
all
environmental
regulations
and
state
codes
(evaluation
checklist).
L.
Review
work
orders
and
proposed
projects
to
determine
whether
work
will
be
completed
by
internal
staff
or
outside
contractors.
M.
Oversee
the
assigning
of
all
work
orders
for
distribution
to
maintenance
staff.
Review
all
work
orders
for
completeness
and
accuracy
of
job.
N.
Coordinate
and
monitor
the
work
and
timeframe
of
outside
vendors.
O.
Approve
all
overtime
requests
for
head
custodians,
assistant
head
custodians,
head
maintenance
workers
and
maintenance
workers.
Review
all
overtime
of
custodians
and
concur
with
head
custodian
approval.
P.
Ensure
that
expenditures
are
allocated
and
utilized
appropriately
in
accordance
with
NJ
law.
Q.
Perform
all
other
duties
as
assigned
by
the
Superintendent
of
Schools.

TERMS
OF
EMPLOYMENT:
12-month
salaried
position
with
agreement
between
the
individual
employee
and
the
Hillsborough
Township
Board
of
Education.
EVALUATION:
The
School
Business
Administrator
will
evaluate
the
Director
of
Buildings
and
Grounds
with
Board
of
Education
Policy,
state
regulations,
this
job
description
and
such
other
criteria
as
shall
be
established
by
the
Board
of
Education.
