Director of Business Development

Grant Leading Technology (GLT) is seeking a Director of Business Development to drive strategic growth across our federal portfolio, with a strong emphasis on IT services, cybersecurity, cloud, and data solutions. This leader will be responsible for identifying, qualifying, capturing, and winning new business while preserving and expanding existing client relationships. The ideal candidate brings deep experience across the full business development lifecycle--including opportunity identification, RFI/RFP response, capture management, and proposal development--paired with strong technical acumen in federal IT services. Compensation includes a 15% performance-based bonus structure tied to annual performance (25%), revenue growth (60%), and lead generation (15%). The position will be remote, and the hours are 8 am to 5 pm EST.
Travel is required for in-person client engagement.
Responsibilities:
· Develop and execute short- and long-term business development strategies aligned with corporate growth objectives
· Identify and qualify new opportunities across federal agencies, leveraging market intelligence, customer insights, and acquisition forecasts
· Build and maintain a robust pipeline of opportunities across IT services, including cybersecurity, cloud, data, and emerging technologies
· Forge relationships with key government stakeholders, industry partners, primes, and subcontractors. Maintain existing clients' satisfaction and long-term partnerships
· Lead capture efforts from qualification through award, including shaping opportunities and positioning GLT for success
· Conduct competitive intelligence, customer analysis, and win strategy development
· Lead and contribute to RFI, RFQ, and RFP responses, ensuring compliance and compelling messaging
· Partner with proposal teams to develop technical, management, and past performance content relating to emerging technologies
· Provide strategic recommendations on approach, teaming, and pricing
· Support recompete efforts and contract renewals to retain existing business
· Collaborate with delivery teams to identify organic growth opportunities within current contracts
· Communicate with executive level leadership to perspective and existing clients
· Monitor federal market trends, procurement forecasts, and policy changes impacting IT services
· Interpret acquisition guidance and assess opportunity viability, risk, and profitability
· Support branding and positioning efforts to strengthen GLT's presence in the federal marketplace
· Partner with operations, delivery, recruiting, and executive leadership to align growth strategies with execution capabilities
· Provide strategic guidance to leadership on pipeline health, revenue projections, and growth risks
· Mentor junior business development and capture staff as needed
· Contribute to a culture of collaboration, accountability, and high performance
Qualifications and Education Requirements:
· Master's degree in relevant area
· Twenty plus (20+) years of experience in federal government contracting, with significant focus on business development and capture management
· PMP certification
Experience supporting civilian and/or DoD agencies
Proven track record of exceptional persuasive verbal skills, tailored messaging, active listening, adaptive communication styles, negotiation, and presentation skills
Proven track record of winning federal contracts, particularly in IT services and related domains
Demonstrated experience managing the full BD lifecycle: opportunity identification, qualification, capture, proposal, and award
Strong understanding of federal acquisition processes, including FAR and agency-specific procurement practices
Ability to develop and execute strategic growth plans
Must be able to pass a government background check
Must live in the United States and must be authorized to work in the United States
Preferred Skills:
Relevant certifications (e.g., AWS, Azure, Security+, CISA, or similar)
Experience with CRM and pipeline management tools
Established network within the federal contracting community
