Director of Capital Integrated Data Solutions

The Capital Division at NYC Parks is responsible for managing the design, construction and administration of capital projects to expand, improve and revitalize NYC Parks' public spaces. Sitting within the Capital Strategic Initiatives branch of the Division is the Capital Integrated Data Solutions (IDS) unit. IDS manages the data, technology, applications, reporting, and record retention that supports the entire Capital Division and all projects past, present, and future. The IDS team is organized into five specialized sub-units: Application Development; Unifier Development; Technical Support and CAD Support; Data Systems; and Document Services and Historic Archives.

Major Responsibilities

• Reporting to the Chief of Capital Strategic Initiatives, with wide latitude for independent judgement, direct a technical and central support unit that implements a strategy for the programs, applications, infrastructure, and data systems that facilitate capital workflow, maintain data and track trends, and streamline the capital process.
• Work closely with leadership across the division to understand reporting and systems needs and make connections between existing data and future enhancements.
• Manage and allocate staff appropriately throughout the unit to achieve the needs of the Capital Division.
• Lead Document Services and Historic Archives as the long-term repository of technical and analytical project documents, including the digitization of historic materials, archival research support, quality control on current project documents, and the 80%, 95%, and 100% document reviews that gate procurement and bidding.
• Own the divisions Oracle Primavera Unifier program - licensing, environment management, upgrade planning, and release governance - directing the Unifier Development team and, with the Deputy Director, the design, quality assurance, and deployment of upgrades and new business processes.
• Together with the Deputy Director, who provides day-to-day engineering leadership, oversee an Application Development team that builds and maintains the custom applications supporting the Capital workflow.
• Ensure data systems infrastructure responds to the needs of project and user management.
• Own the Capital Divisions software portfolio a 10+ platform enterprise software portfolio at 100% license compliance, including end-to-end procurement, cybersecurity review with OTI and NYC Cyber Command, and software governance and documentation standards adopted across the division.,
• Direct cybersecurity and compliance review for all Capital Projects technology acquisitions in coordination with the ITT Cyber team, the Office of Technology and Innovation (OTI), and NYC Cyber Command, ensuring agency and Citywide security standards are met prior to procurement approval.
• Establish and maintain IT service management practices for the division - intake, incident, request, problem, and knowledge management in ServiceNow, aligned to ITIL - with published service levels and regular performance reporting.
• Direct Technical Support and CAD Support for the Capital software portfolio, covering deployment and imaging, endpoint management, standards, escalation, and end-user training.
• Oversee the network, telecommunications, and end-user computing infrastructure supporting the Olmsted Center campus and Capital field locations, in partnership with ITT Infrastructure and Support.
• Direct the Data Systems team as the first point of contact for capital system support, safeguarding the integrity of data in Unifier and in-house applications and resolving user issues within established service levels.
• Own capital reporting and analytics, including the monthly Mayors Management Report (MMR) submission, the public Capital Tracker, executive dashboards, and ad hoc reporting for the Commissioners Office, OMB, City Council, and division leadership.
• Lead the Capital Divisions GIS program in coordination with agency GIS: maintain accurate project location data in ESRI ArcGIS and deliver mapping and spatial analysis products for planning, design, and construction teams.
• Establish and enforce governance, documentation standards, operating procedures, data quality rules, and records retention practices for the unit, and serve as the divisions authority on data definitions, system-of-record designations, and reporting methodology.
• Plan and manage the units operating and capital technology budget, including multi-year license and hardware refresh forecasting.
• Develop and maintain a multi-year technology roadmap for the unit, covering modernization of legacy applications, integration between Unifier, GIS, and in-house systems, and adoption of Microsoft 365, Power Platform, and analytics tooling where they deliver measurable benefit.
• Ensure continuity of operations for mission-critical capital systems, including business continuity and disaster recovery planning, environment refreshes, and incident response coordination.
• Recruit, supervise, evaluate, and develop staff across all five sub-units; manage timekeeping, hybrid schedules, and performance in accordance with agency policy and CityTime procedures; and build succession depth in critical technical roles.
• Serve as the Capital Divisions primary technology liaison to other Parks divisions, sister agencies, and external stakeholders; represent IDS in agency governance forums and prepare briefings and recommendations for executive leadership.

Professional/Vendor Certification, Education and Experience Requirements: You must have current professional/vendor certifications.

In addition, you must have one of the following:

1. A masters degree in computer science or a related field from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) AND 12 months of satisfactory full-time (not classroom based) specialized experience in computer applications development planning, design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management as described in the following nine Major Task Groups in the IT Titles Task Inventory*: Applications Development; Web Development, Design, and Maintenance; Business/Systems Analysis; Project Management Support; Application Design; GIS Structures, Spatial Analysis, and Mapping Principles; Testing; Technical Writing; and Version Control; OR

2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) AND 24 months of satisfactory full-time (not classroom based) specialized experience as described in "1" above; OR

3. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization AND 24 months of satisfactory full-time (not classroom based) specialized experience as described in "1" above plus 48 months of information technology experience as described in the IT Task Inventory *; OR

4. A satisfactory combination of education and experience which is equivalent to "3" above. Education may be substituted for the information technology experience on the basis of 30 semester credits from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) is equivalent to 12 months of experience, up to a maximum of 48 months. Experience leading technology procurement in a City agency, including business case development, ACCO and Legal coordination, contract award and renewal, and vendor and consultant management. 5. Working knowledge of IT service management and ITIL practices, with hands-on experience in ServiceNow (Incident, Request, Problem, and Knowledge). 7. Hands-on background in LAN/WAN and telecommunications infrastructure, including network switch configuration, structured cabling, fiber connectivity, and Windows Server administration. 8. Experience with endpoint management and deployment tooling such as PDQ Deploy and PDQ Inventory, Microsoft Intune, or equivalent. 9. Experience administering or supporting Oracle Primavera Unifier and the Capital engineering and design software stack. 10. Demonstrated experience producing executive and regulatory reporting, such as the Mayors Management Report (MMR), a public capital project tracker, or comparable performance reporting. 11. Working knowledge of the NYC capital project lifecycle - scoping, design, procurement, registration, construction, and closeout - and of related systems such as FMS and PASSPort. 12. Experience leading document management, digitization, and records retention programs. 13. Excellent written and verbal communication skills, including the ability to translate technical concepts for non-technical executive audiences. 14. Proven ability to lead, mentor, and retain a technically diverse team across multiple specialties.
