Description
Under the direction of the Assistant Superintendent-Business Services or other assigned administrator, plan, coordinate and control the Child Nutrition Department of the Hayward Unified School District; monitor District-wide food services policies, programs and practices; serve as the executive and operational officer of the Child Nutrition Department of the District; provide advice and assistance to District executive-level management and the Board of Education on assigned program areas; prepare and monitor department budget; train and evaluate the work of assigned staff.
Examples of Duties
ESSENTIAL DUTIES:
Direct various food service program activities including menu pricing, food production, distribution and serving, departmental accounting, fiscal accounting and management reporting. food purchasing, storekeeping and delivery.
Develop goals and objectives of the Child Nutrition Department, sections and units supervised.
Monitor District-wide food services policies, programs and practices to assure conformance with modern institutional food service management theory and practice, and State and Federal legal requirements.
Direct and supervise the administration of the National School Lunch and Breakfast and Snack Program; direct the assignment of benefits for subsidized meals, the submission of reimbursement claims and required reports; assure that compliance standards are maintained.
Develop and implement Department-wide safety programs and practices to ensure a safe work environment, highly safety conscious/educated employees and conformance with applicable local, State and Federal regulations.
Direct and supervise menu planning and food production, distribution and serving to assure food quality and sanitation, nutritional value and attractiveness to each age group served.
Direct Department-wide food and supply procurement and stores practices; purchase supplies, services, equipment and other related items according to District procedures; assure State and Federal requirements are maintained.
Direct and monitor financial management and accounting systems and services to assure accurate records are maintained; assure timely and accurate financial reporting and internal controls; review financial and participation reports.
Assure dissemination of information and promotes effective departmental communications.
Evaluate services requests and determine departmental ability to provide service and time lines for performance.
Communicate with department and school administrators to assure satisfaction with services, assess service needs and coordinate departmental activities.
Train and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions.
Process formal and informal grievances and communicate with employees on matters related to performance and employee status; assist lower level managerial and supervisory staff in supervisory practices and serve as reviewer of evaluations.
Develop work procedures and practices of the Department and modify work assignments of staff in accordance with the needs of the Department.
Prepare oral and written directives; interpret, enforce and apply policies and regulatory requirements controlling the work of the Department.
Maintain records of payroll-related information of the Department, assuring the proper reporting of time worked and absences; recommend Board policy and interpret policy in the development of procedures for the Department.
Formulate and administer division budget.
Conduct a variety of technical and administrative studies, preparing reports of findings and recommendations.
Prepare Departmental agenda materials and staff reports for Board, council and committee meetings and attend Board meetings, upon request, to present reports and provide professional advice.
Serve as a member of the District management team and serve as acting division manager as assigned; chair and participate in technical and professional meetings, represent the District and make presentations.
Prepare scope of work statements and requests for proposal and confer with appropriate management on recommendations for award.
OTHER DUTIES:
Direct, monitor and inspect work of contractors for workmanship and conformance with contractual agreements.
Perform related duties as assigned.

Minimum Qualifications
EDUCATION AND EXPERIENCE:
Any combination equivalent to: bachelors degree in nutrition, business, public administration or related field and five years of managerial-level experience in institutional food service.
LICENSES AND OTHER REQUIREMENTS:
Valid California drivers license.
Incumbent will be involved in field work which requires travel in personal vehicle to various sites.

Examination Information

Positions in this job classification are exempt and work 12 month/year.
The duration of the eligibility list is 6 months unless extended by the Executive Director of Classified Human Resources and the Personnel Commission.

Hayward Unified School District does not pay for employee health and welfare benefits.
Full-time employees are required to purchase medical health benefits. Half-time and less than half-time employees may participate on a voluntary basis. Health benefit costs are 100% employee paid through a pre-tax payroll deduction. Employees may opt out of health coverage upon presentation of proof of alternate coverage.
Dental coverage is mandatory for all employees working 20 hours per week, or more, regardless of outside coverage. Less than half-time employees may participate on a voluntary basis. The District contributes the full premium for "employee only". Any additional premium will be employee paid.

Hayward Unified School District will provide a contribution of up to $2,500 per year to be used towards a District healthcare plan or cash in lieu of up to $1,350 per year. Full-time employees are required to purchase medical health benefits unless proof of alternate coverage is provided. Half-time and less than half-time employees may participate on a voluntary basis. The balance of health benefit costs are paid through a pre-tax payroll deduction.
Dental coverage is provided free of charge for all employees working 20 hours per week, or more. Family coverage is available and any additional premium will be employee paid.
Classified employees must participate in the CalPERS Retirement program.
All employees are enrolled in an Employee Assistant Program (EAP).
The District also offers various optional benefits including life insurance, short term disability, and a medical and dependent care flexible spending option.
Vacation
Management Team members assigned to work a 224-day work year shall have a 22-day vacation period as approved by the Superintendent of schools. No more than a total of 40 days of vacation may be accumulated for payment at the time of retirement or resignation.

Employees designated as Confidential will receive a stipend of $900 annually.
