Director of Civil Engineering

POSITION SUMMARY

The Director of Civil Engineering is responsible for the leadership, management, and technical oversight of all Civil Engineering programs supporting installation operations. The position directs engineering planning, design review, construction management, infrastructure sustainment, asset management, maintenance programs, and compliance activities to ensure mission readiness and long-term sustainability of installation facilities and infrastructure.

RESPONSIBILITIES

• Direct and oversee engineering planning, design, construction, maintenance, repair, and operation of real property facilities and infrastructure systems.
• Lead the development and execution of civil engineering programs supporting installation operations and mission requirements.
• Oversee engineering activities involving transportation systems, roads, airfields, pavements, drainage systems, utilities, water distribution systems, wastewater collection systems, and other civil infrastructure assets.
• Review and approve engineering studies, design packages, plans, specifications, cost estimates, technical reports, and project documentation.
• Manage engineering staff, architects, designers, inspectors, and technical personnel to ensure quality project execution and regulatory compliance.
• Establish engineering standards, procedures, and best practices to support safe, reliable, and cost-effective operations.
• Provide oversight of construction, renovation, repair, and infrastructure improvement projects throughout all phases of execution.
• Develop, coordinate, and administer facility planning, programming, and asset management initiatives.
• Coordinate closely with Government stakeholders, installation leadership, and functional managers to identify engineering priorities and resolve infrastructure-related challenges.
• Prepare reports, engineering assessments, strategic plans, and executive briefings for senior leadership.
• Support emergency response, contingency operations, disaster recovery efforts, and mission-critical infrastructure restoration activities.
• Work is based in a busy training environment and subject to frequent interruptions. Frequent outdoor work in inclement weather is required, including heat, cold, humidity, and rain. May be exposed to fumes, airborne particles, vibration, and toxic or caustic chemicals. Must wear PPE as required by Company safety standards.

QUALIFICATIONS

• Active U.S. Secret Security Clearance.
• Bachelor's degree or higher in Engineering or Architecture from an ABET-accredited college or university, or approved equivalent accredited architecture program.
• Registered Professional Engineer (PE) or Registered Architect (RA).
• Minimum 10 years of experience in engineering design, construction, maintenance, repair, operation of major real property facilities, facilities planning/programming, and civil engineering program management.
• Minimum 5 years of supervisory or management experience
• S. Air Force or DoD installation-level experience supporting Civil Engineering operations.
• Experience managing engineering activities associated with facilities, utilities, transportation systems, infrastructure, and real property assets.
• Strong knowledge of engineering standards, design principles, construction management, facilities sustainment, and infrastructure lifecycle management.
• Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
• Excellent leadership, organizational, analytical, and communication skills.
• Strong understanding of facility sustainment, restoration, modernization, and asset management principles.
• Ability to lead multidisciplinary engineering and technical teams while balancing mission requirements, budgets, schedules, and resources.
• Strong analytical and problem-solving capabilities.
• Excellent verbal and written communication skills, including the ability to brief senior military, government, and contractor leadership.
• Ability to conduct site visits, engineering assessments, and inspections of facilities, infrastructure systems, utility plants, and construction sites.
• May be required to work in outdoor environments and varying weather conditions. Must be able to travel throughout the installation and access operational and construction areas. May be required to work extended hours in support of mission requirements, contingency operations, or emergency situations.
