To meet the minimum qualification requirements for this position, you must show that you possess the Executive Core Qualifications (ECQ) and Technical Qualification (TQ) related to this position within your resume - NOT TO EXCEED 2 PAGES. There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualification (TQ).
TECHNICAL QUALIFICATION (TQ): Your resume should demonstrate accomplishments that would satisfy the technical qualification.
TQ 1: Demonstrated ability to provide executive leadership and effective direction to a law enforcement and/or criminal investigative service responsible for conducting criminal investigations and various aspects of some or all of the following: cyber-crime and cyber forensic analysis; digital media exploitation; environmental crime; fraud; transnational criminal organizations; military jurisdiction; military and federal rules of evidence, laws and decisions relating to search, seizure and arrest; protective service operations; and law enforcement liaison activities.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirement listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPMs SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
Education
This position does not have a positive education requirement. If you are including education on your resume, report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. See Required Documents section for detail.

Applicants will be evaluated by a Rating and Ranking Review Panel composed of senior officials. The panel will rate and rank applicants on the basis of the quality and extent of total accomplishments, experience and education. The executive panel will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position and the mandatory executive core qualifications requirements. Among the factors the evaluation panel will consider in determining the applicants relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications. The executive panel will rate and rank your resume against each mandatory technical qualifications and mandatory executive core qualifications to determine the best qualified candidates.
ECQs and TQs must be thoroughly addressed within your two (2) page resume. Separate narratives will not be accepted or reviewed. Highly Qualified applicants may undergo one or more interviews and may be referred to the selecting official for further consideration.
Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Managements SES Qualifications Review Board (QRB) before appointment to this position. The selected individuals application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible). Upon QRB certification, the selected individual will be required to serve a one-year probationary period.
