Introduction

The Director of Enterprise Systems is the most senior executive with dedicated responsibility for the University's approach to critical enterprise information systems including but not limited to applications in academic and student support, human resources, and finance. In that capacity, the Director of Enterprise Systems conceptualizes, determines, formulates and effectuates the methods and means for policies and programs for the entire University System to plan, develop, implement, enhance and maintain enterprise information systems for the entire UH system serving over 70,000 students, faculty and staff throughout the State of Hawai'i.

This position requires substantial personal interfacing, planning and collaboration with academic and technical leaders on all UH campuses on all islands, with vendors, with colleagues and leaders in other state and federal agencies in Hawai'i, with private sector technology officials and partners in Hawai'i and nationally, and with national technology organizations.

In addition, this position collaborates and advises on securing extramural funding in support of institutional plans and priorities, is responsible for a large staff that supports information systems that are available 24/7, and exercises responsibilities through subordinate first- and second-level managers.

Duties and Responsibilities:

  • Leads the development of strategic and operational plans for enterprise information systems at UH Manoa and across the UH System.
  • Conceptualizes, convenes, and leads committees and advisory bodies involving technologists, users, and external experts to identify information requirements and priorities related to enterprise information systems.
  • Liaises among campus administrators, technical leaders, users, and university organizations on matters relating to enterprise information systems.
  • Provides expert consultation on the strategic deployment and management of enterprise systems on all campuses and throughout the UH System.
  • As a Director of ITS and member of the ITS Leadership Team, collaborates in the development of plans and the implementation of all strategic initiatives for Information Technology Services.
  • Monitors trends, developments, and best practices in enterprise systems to anticipate changing requirements, expectations, and opportunities; assesses technical, financial, and organizational implications for UH.
  • Represents UH at statewide and national meetings and project planning sessions in all areas relating to enterprise systems.
  • Directs, organizes, and manages staff resources to: 1) implement new systems, capabilities, and services; and 2) maintain and enhance a complex suite of enterprise system capabilities and services to achieve strategic outcomes.
  • Develops and organizes policies and procedures for the development and use of enterprise systems, capabilities, and services.
  • Supports and promotes institutional information security plans, initiatives, and activities.
  • Identifies and plans the development, modification, customization, enhancement, and maintenance priorities for information systems and services; prioritizes requirements and development strategies for key initiatives based on organizational needs, technical constraints, and economic opportunities.
  • Develops goals, objectives, short-term and long-term programs, and operational plans across all areas of Enterprise Systems to support institutional priorities, emerging opportunities, and challenges; projects short- and long-term enterprise system needs, funding, and staffing requirements.
  • Develops, implements, and maintains a disaster recovery plan for ITS Enterprise Systems, capabilities, and services through regular testing.
  • Directs and manages projects with highly complex implementation activities involving multiple constituencies that have a mission-critical impact on the entire statewide University system.
  • Manages the budget and administers funds for the ITS Enterprise Systems group in support of organizational and institutional priorities and plans.
  • Manages and negotiates enterprise services-related contracts and agreements.
  • Responsible for managing, monitoring, and maintaining enterprise system vendors, including Software as a Service (SaaS) services.
  • Organizes and manages personnel and financial resources to meet the challenges of addressing new initiatives, priorities, goals, and objectives through new systems while balancing the expectation of maintaining current systems, capabilities, and services.
  • Organizes and directs the development of practices and procedures related to the Enterprise Systems groups service, support functions, and office operations.
  • Organizes and directs training and research activities related to the evaluation and acquisition of new technology, tools, services, and methods.
  • Directs the day-to-day operations of the Enterprise Systems group and its provision of mission-critical services throughout the year through subordinate managers and supervisors.
  • Organizes and supervises staff in developing goals, objectives, and action plans to attain broad strategic initiatives for the University and ITS; conducts meetings and training; and develops effective evaluation, monitoring, and follow-up processes.
  • Conceptualizes, organizes, and directs the development and delivery of training and support for the adoption and use of new and existing enterprise systems.
  • Supervises the effective management, monitoring, and control of enterprise systems, and implements programs for continuous evaluation and improvement of services and processes.
  • Develops and implements corrective actions as required in response to financial and management audits.
  • Adheres to applicable laws, regulations, and policies and procedures of the University, raise awareness among staff, and direct them in such a way that University compliance requirements are met.
  • Identifies and mitigates through policy development/revision/enhancement and training, areas of risk and developing risk to the University, e.g., legal, financial, reputation, and compliance risk, and ensure team is aware and focused on addressing same.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor's degree in Business Administration, Management Information Systems (MIS), Information Technology, Information & Computer Sciences (ICS), or a related field.
  • Ten (10) years of progressively responsible and broad-based experience with the planning, implementation, and management of enterprise system services, infrastructure planning, and operations.
  • Three (3) years of the related professional experience must include the management of a large technology services organization responsible for complex, multi-location, and multi-discipline enterprise system services.
  • Extensive knowledge of pertinent information technology principles, concepts, and issues in enterprise systems-including applying unconventional theories to novel problems, and generating new hypotheses and solutions.
  • Extensive knowledge of innovative, emerging, and state-of-the-art principles, concepts, and technology associated with enterprise systems.
  • Knowledge and experience with application development, including experience with version control systems, code review, and modern coding practices.
  • Knowledge and experience with system integration platforms, including Integration Platform as a Service (iPaaS) and Extract, Transform, and Load (ETL) systems.
  • Knowledge and experience with cloud-based systems, including Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS).
  • Knowledge and experience in the principles and practices of management, organizational change, and policy and procedure development.
  • Knowledge of applicable state and federal laws, rules, regulations, and policies that apply to the provision of information technology services in higher education.
  • Knowledge of the principles and the practical application of project management methodology.
  • Ability to comprehend and interpret administrative directives and guidance to ensure IT operations align with organizational standards and industry best practices.

Desirable Qualifications

  • Master's degree in Business Administration, Management Information Systems (MIS), Information Technology Management, Information & Computer Sciences (ICS) or related field.
  • Extensive knowledge of applicability of enterprise information systems in higher education for administration, data warehousing, student information systems, human resources, finance and public service.
  • Knowledge of modern distributed identity management systems operating at scale in a highly distributed, multi-location higher education institution.
