POSITION OVERVIEW
College of Marin is seeking a dynamic and experienced leader to oversee the integration of a comprehensive network of student support programs, including EOPS, CARE, CalWORKs, NextUP, and Undocumented Student Services, with a focus on advancing equitable access, opportunities, and student success. This role is responsible for planning, organizing, and managing initiatives that promote enrollment, retention, matriculation, and transfer for students experiencing social, economic, and cultural barriers. Notably, key functions include developing and implementing policies aligned with Title 5 and Education Code, providing strategic program and grant management, and fostering collaboration with campus departments and community partners. Through these efforts, the position plays a central role in strengthening a coordinated support system that promotes achievement and opportunity for all students.
DISTINGUISHING CHARACTERISTICS
A Director of EOPS and Student Support Programs is distinguished from the Director of other programs in that an incumbent in the former class is uniquely responsible for services provided to students within the EOPS, CARE and CalWORKs, Undocumented Student Services, and NextUP. The work involves a wide variety of independent decision making within general policy and regulatory guidelines.

MINIMUM QUALIFICATIONS
Education and Experience:
Title 5, Section 56262 Director Qualifications requires the EOPS Director to meet MQs for a student services administrator as outlined in Section 53420 MQs for Educational Administrators (#1 and #2 below).
Possession of a Master's degree from an accredited college or university; and
One year of formal training, internship or leadership experience reasonably related to the administrative assignment, which may, but need not be concurrent with the required full-time service; and
Must have, within the last four years, two years of experience or the equivalent:
In the management or administration of educational programs, community organizations, government programs, or private industry in which the applicant dealt predominantly with ethnic minorities or persons having a physical or mental disability affected by educational, language or social disadvantages; or
As a community college EOPS counselor or EOPS instructor, or have comparable experience in working with disadvantaged clientele.
In addition, shall have completed a minimum of six (6) units of college-level course work predominantly relating to ethnic minorities or persons having a physical or mental disability affected by educational, language or social disadvantages; and
Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural and ethnic backgrounds, disabilities and learning styles of community college students and staff.
Desired Qualifications:
A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Supplemental & Salary Information
CLASSIFICATION CATEGORY & RETIREMENT PLAN
The Director of EOPS and Student Support Programs is an educational administrative position, in compliance with all applicable sections of the California Education Code. Educational administrators also participate in the California State Teachers' Retirement System (CalSTRS) through District and employee contributions. Educational administrative employees are employed subject to the terms and conditions set forth in the individual's employment agreement with the District.
SALARY INFORMATION
FLSA Status: Exempt
Salary Grade: Management Level 44
Full Salary Range: $139,560 to $171,564 annually.
Starting Salary Range: $139,560 to $149,496 annually (Step 1 to Step 3). Background and experience will determine placement. Step 3 is the maximum entering step.

Marin Community College District (MCCD) offers a generous suite of health, welfare, and fringe benefits for benefit-eligible Educational Administrators, including:
Medical Insurance: The District offers three plan options through each carrier; Kaiser and Blue Shield. The Districts 2025/2026 contributions for medical coverage are as follows (rates subject to change on 10/1/2026):
Employee-only: $1,700/month
Employee plus one dependent: $2,400/month
Employee plus two or more dependents: $2,900/month
Dental Insurance: Delta Dental coverage for employee and dependents (premium paid by MCCD).
Vision Insurance: VSP coverage for employee and dependents (premium paid by MCCD).
Sick Leave: Accrues on an annual rate of 10 days per year; possible additional sick leave is accruable for work assigned during intersession.
Retirement Pension Plan (CalSTRS): MCCD contributes 19.10% of employee's creditable earnings to CalSTRS on a monthly basis. Mandatory employee contribution for 2026/2027 is 10.205% - 10.25%, depending on original date of membership and prior membership status. Note: Neither CalSTRS members nor MCCD contributes to Social Security for CalSTRS-covered service.
Voluntary Retirement Savings Plans: Additional tax-advantaged 403(b) or 457(b) retirement savings plans are also offered.

EDUCATIONAL ADMINISTRATIVE
Employees in this position classification are considered Educational Administrators. College of Marin offers a comprehensive benefit plan to its Educational Administrators, including: medical, dental, vision, life insurance, business/travel accident insurance, short- and long-term disability insurance, Flexible Spending Accounts (FSAs), pet insurance and an Employee Assistance Program (EAP). Educational Administrators are also members of the California State Teachers Retirement System (CalSTRS), to which the member contributes 10.205% - 10.25% of their reportable compensation on a monthly basis. Educational Administrators are also eligible to participate in a voluntary, tax-advantaged 403(b) or 457(b) retirement savings plan. Depending on original date of membership and prior membership status.
Sick and Vacation Leave for Educational Administrators accrue on a rate of 12 days and 22 days per year, respectively. The District also offers 10 paid holidays annually, in addition to a paid winter holiday break at the end of December.
Part-time Employees: Employees working less than 100% of the full-time equivalent (FTE) are eligible to participate in the Colleges health plans; healthcare premiums are pro-rated respectively. All part-time Educational Administrative employees, regardless of FTE, participate in the CalSTRS retirement plan. All employees working less than 12 months per year and/or less than full-time shall receive pro-rated vacation, sick leave, and holiday accruals.
